A. Parking
restrictions.
(1) All
vehicles parked in municipal parking lots shall have valid registration
and tags displayed;
(2) There
shall be no parking of commercial vehicles over 18,000 GVWR;
(3) There
shall be no overnight parking of any commercial vehicle displaying
advertising of any kind;
(4) No
vehicle shall be left for a period in excess of 24 consecutive hours.
B. Any municipal
parking lot can be closed upon twenty-four-hour notice. Such notice
shall be posted at the entrance to said parking lot and shall also
be conveyed by radio and the City website, which shall constitute
notice to the general public of such closing.
C. The City of Kingston Police Department, Code enforcers, Building and Safety personnel, Safety Officer and parking enforcers are hereby authorized and directed to take the necessary actions to enforce the provisions of this section, and they are authorized to issue appearance tickets for violations of Subsection
A(1) through
(4) above.
D. The City of Kingston Police Department, Code enforcers, Building and Safety personnel, Safety Officer and parking enforcers are hereby authorized and directed to take the necessary actions to enforce the provisions of this section, and they are authorized to initiate the towing of vehicles for violations of Subsection
A(1) and
(4) above.
E. Those individuals identified in Subsections
C and
D above are authorized to initiate removal from a City parking lot by contacting the Kingston Police Department. The Police Department shall arrange for the removal of the vehicle from the parking lot to a garage designated or maintained by the Police Department or otherwise maintained by this City.

A. There shall be a fixed number of parking permits issued to residents
of the City of Kingston for parking in any municipal parking lot in
the City of Kingston other than the City Hall parking lot, and the
parking permit shall allow the holder thereof to park in a City parking
lot, other than the City Hall parking lot, in excess of the twenty-four-hour
restriction otherwise applicable.
B. All holders of parking permits are required to keep the City of Kingston
advised of current contact information, including current addresses,
telephone numbers, including cell phone number, if available, and
e-mail address, if available.
C. Applicants for parking permits must provide current proof of residency
(no more than 30 days old). Acceptable proof of residency shall be
utility bill, monthly bank statement, credit card bill, or signed
apartment lease.
D. Holders of parking permits are subject to all restrictions regarding
parking in municipal parking lots other than limits on parking in
excess of 24 hours.
E. Parking permits shall not be transferable and shall be specific to a particular registered vehicle. A copy of the vehicle registration must be presented with the permit application, and the address on the registration must match the proof of address as set forth in Subsection
C above.
F. A parking permit, once issued, shall be subject to revocation for
violation of parking permit rules, including the failure to keep contact
information current and/or the transfer of said permit to an unauthorized
vehicle.
G. A parking permit, once issued, shall be subject to revocation for
a violation of parking lot rules set forth in the City Code, including
but not limited to snow emergency regulations. All applicants for
parking permits must not be in arrears on parking tickets issued by
the City of Kingston. Any permit holder who falls in arrears on tickets
to the extent that he or she is subject to Local Law No. 4 of 2006 shall have his or her permit revoked.
H. Revocation of a parking permit shall not entitle the holder of said
permit to any refund for fees paid.
I. Holders of parking permit are not guaranteed available parking spaces.
