A. All applications for a license hereunder shall be submitted for review and consideration by the governing body pursuant to the requirements of this section. The governing body shall consider the reports filed pursuant to §
156-5 and shall vote to approve or deny each license application after:
(1) Considering whether the public safety will be jeopardized by issuance
of the business license; and
(2) Examining the qualifications of the applicant to determine whether
said applicant is of good moral character and otherwise is not in
violation of any laws of the State of New Jersey or any provision
of the Code of the Township of Haddon.
B. The governing body shall approve or deny an application for a license
within 30 days of receipt of same by the Township Clerk. In the event
the governing body fails to take action within said period of time,
the business license application shall be deemed denied unless the
governing body takes action to extend the thirty-day period for a
reasonable period of time for any reason which the governing body
may reasonably determine. In no event, however, shall the time be
extended beyond 60 days such that any application not acted upon within
60 days shall be deemed approved nunc pro tunc to the date same was
first filed with the Township Clerk.
C. Any applicant aggrieved by the action of the governing body hereunder may, within 10 days of the date of the action complained of, request a reconsideration hearing before the governing body. Such hearings shall be conducted in the same manner as a revocation hearing pursuant to Article
IV of this chapter, including without limitation the notice provisions thereof.
All licenses issued by the Township Clerk in accordance with
this article shall include, without limitation, the following information:
A. The license number assigned to the license by the Township Clerk,
which shall be assigned or numbered sequentially by year and then
numerically in the order of the number of licenses issued;
B. The name of the person or business entity to whom the license was
issued;
C. The location where the person or business entity is licensed to conduct
business as a dealer in secondhand metals, including the street name,
street number, block and lot thereof; and
D. The expiration date of the license.

Every license issued in accordance with this article shall be valid from January 1 to December 31 of the following year. Any license issued after January 1 shall expire on December 31 of the following year after which it was issued. The fee for each two-year license shall be as provided in §
111-21 of the Code of the Township of Haddon.
