Pedestrians shall be subject to traffic control signals as heretofore declared in Sections
315.060 and
315.070 of this Title, but at all other places pedestrians shall be granted those rights and be subject to the restrictions stated in this Chapter.
Pedestrians shall move, whenever practicable, upon the right
half of crosswalks.
No pedestrian shall cross a roadway at any place other than
by a route at right angles to the curb or by the shortest route to
the opposite curb except in a crosswalk.
Notwithstanding the foregoing provisions of this Title, every
driver of a vehicle shall exercise the highest degree of care to avoid
colliding with any pedestrian upon any roadway and shall give warning
by sounding the horn when necessary and shall exercise proper precaution
upon observing any child or any confused or incapacitated person upon
a roadway.
The operator of a motor vehicle overtaking a bicycle proceeding in the same direction on the roadway, as defined in Section
300.010, shall leave a safe distance when passing the bicycle, and shall maintain clearance until safely past the overtaken bicycle.

A. It shall be unlawful for any person to engage in any game or recreational
activity upon any street or roadway, or to walk upon the traveled
portion of any street or roadway, in any manner so as to:
1.
Impede the free flow of traffic.
3.
Endanger the life, limb or health of any person.
4.
Prevent the full and complete use of such street or roadway
by other persons for the intended purposes thereof.
B. It shall be unlawful for any parent, guardian, or any other custodian or person having responsibility for the care of any child under the age of seventeen (17) years to knowingly suffer or permit such child to violate the provisions of Subsection
(A) of this Section. In the prosecution of any parent, guardian or custodian for violating this Subsection, it shall be prima facie evidence that such person acted knowingly as to the conduct of the child involved if it is shown by competent evidence that the defendant had been personally informed that the child had previously engaged in conduct prohibited by Subsection
(A) and of the responsibilities imposed by this Subsection.
C. Any person found guilty of violating and provision of this Section shall be punished as provided by Section
100.220 of this Code.

A. No person shall stand in a roadway for the purpose of soliciting
a ride, employment, or business from the occupants of any vehicle.
B. No person shall stand on or in proximity to a street or highway for
the purpose of soliciting the watching or guarding of any vehicle
while parked or about to be parked on a street or highway.

A. The bridge connecting two (2) portions of Ramona Avenue and extending
over Maline Creek is hereby declared to be used for pedestrian travel
only.
B. Any and all motor propelled vehicles are hereby prohibited from any
use on the said bridge.
