As used in this chapter, the following terms shall have the
meaning indicated:
EMERGENCY MANAGEMENT
Includes civil defense and means all measures undertaken
by and/or on behalf of the Village of Slinger within the boundaries
of the Village of Slinger.
A.
To prepare for and minimize the effect of natural or man-made
disasters upon the civilian population.
B.
To effectuate all possible emergency actions to restore vital
public services and public facilities destroyed or damaged by a man-made
or natural disaster.
CIVIL DEFENSE
All measures undertaken by or on behalf of the state, county,
and the Village to prepare for and minimize the effects of enemy action
upon the civilian population.
ENEMY ACTION
Hostile action by a foreign or domestic power which threatens
the security of the Village.
In preparing and executing the Emergency Management Plan, the
Village President and/or the DOEM shall utilize the services, equipment,
supplies and facilities of the Village including the Villages employees,
elected officials, and appointees to the maximum extent practicable.
Whenever necessary to meet an emergency for which adequate regulations
have not been adopted by the Village Board, the Village President,
or in his absence, the Director of Emergency Management, may, by proclamation,
promulgate and enforce such orders, rules and regulations relating
to the conduct of persons and the use of property as shall be necessary
to protect the public peace, health and safety, and preserve lives
and property and to insure the cooperation necessary in carrying out
emergency management activities. Such proclamations shall be posted
in three public places and may be rescinded by the issuer at any time.
The DOEM may, subject to the approval of the Village Board,
enter into mutual aid agreements with other political subdivisions.
A copy of such agreements shall be filed with the County Emergency
Management Manager.
Upon the declaration of any emergency by the Governor of the
State of Wisconsin, the Village President, the County Emergency Management
Manager, or the Director of Emergency Management, in the absence of
the Village President shall publicly announce that a state of emergency
exists. The Village President or, at the direction of the Village
President, the DOEM shall issue all necessary proclamations as to
the existence of such state of emergency and shall issue such disaster
warning and/or alerts as shall be required in the Emergency Management
Plan. The Emergency Management Committee shall take action in accordance
with the Emergency Management Plan, or Operations Plan, upon the declaration
of any emergency and the issuance of official disaster warnings. Such
state of emergency shall continue until terminated by the issuing
authority, provided that any declaration not issued by the Governor
or the County Emergency Management Manager may be terminated at the
discretion of the Village President, or the DOEM, in the absence of
the Village President.
Any person who violates the provisions of this chapter shall be subject to a penalty as provided in §
1-2 of the Village Code.
