[HISTORY: Adopted by the Village Board of Trustees of the Village of Slinger as Ch. 11 of the former Municipal Code. Amendments noted where applicable.]
The purpose of this chapter shall be to protect Village parks and parkways and appurtenances thereto from fire, abuse and desecration; to provide for the recreational use of these areas; to control and regulate traffic and maintain general order therein; and to further the safety, health, comfort, morals and welfare of all persons within the parks and parkways.
As used in this chapter, the following terms shall have the meanings indicated:
BOARD
The Village Parks, Recreation and Forestry Board.
PARK and PARKWAY
Unless otherwise stated, include the grounds, buildings thereon, waters therein, and any other property which is now or may hereafter be under the control or jurisdiction of the Village Parks, Recreation and Forestry Board.
A. 
Issuance of permits. All permits required by this chapter shall be issued by the Parks and Recreation Director, or his/her designee, in writing and subject to the Village's adopted park rules and regulations. The person to whom such permit has been granted shall be bound by such rules and regulations as fully as though they were inserted in the permit. Any person to whom such permit has been granted shall be liable for any loss, damage or injury sustained by the Village or by any person by reason of negligence of the permit holder or his/her agents.
B. 
Leasing of equipment. The Parks and Recreation Director shall have the authority to lease equipment suitable for recreational purposes to private or public organizations upon such terms as may be determined by the Parks, Recreation and Forestry Board. The lease shall bind the lessee to save and keep the Village harmless from any and all liability arising out of the leasing and use of such equipment. The Parks and Recreation Director, at his/her sole discretion, shall have the authority to require the lessee to provide public liability insurance covering the use of such equipment and/or a refundable sum of collateral on the equipment being leased.
C. 
Supplementary rules. Until otherwise directed, the Parks and Recreation Director may adopt additional or revised rules and regulation for the proper conduct and administration of the parks and parkways in the Village not inconsistent with this chapter.[1]

A. 
Generally, except for vehicular traffic moving upon through streets or roadways, or except when the Board publishes general permission to use all or certain parks or parkways upon summer nights, the parks and parkways shall be closed from 11:00 p.m. until 7:00 a.m., and no person shall remain therein during such hours, provided the Board may, from time to time, in all or in any of the parks or parkways, publish or post closing hours different from the above or may discontinue closing hours, as in the judgment of the Board may appear reasonable and necessary.
B. 
Emergency closings. In an emergency or when, in the judgment of the Board or authorized Police or Fire Department personnel or the Village Board, the public interest demands it, any portion of the parks or parkways or buildings therein may be closed to the public or to specifically designated persons until permission is given to return.
No person shall interfere with or in any manner hinder any employee of the Village, nor any employee of a contractor engaged in constructing, repairing or caring for any portion of the parks or parkways while in the discharge of duties conferred by this chapter.

A. 
Use and sale of alcoholic beverages regulated. Any person wishing to sell or dispense beer may do so only in designated areas and then only with permission of the Village and by obtaining a permit.[1]

B. 
Disorderly conduct.
(1) 
No person shall engage in disorderly conduct in the Village parks or parkways.
(2) 
No person violating Subsection B(1) above shall be allowed to remain in any park or parkway.
(3) 
Any person arrested or issued citations for criminal/disorderly/ordinance violation activity in a Village of Slinger park will not be permitted to return to any public lands owned or operated by the Village of Slinger and under the jurisdiction of the Parks, Recreation and Forestry Board.[2]

C. 
Smoking restricted. No person shall smoke or hold a lighted cigarette, cigar or pipe in an park building or section thereof or in any park or parkway area when officially posted notices prohibit smoking.
D. 
Refuse disposal. No person shall scatter, drop or leave any debris, refuse, garbage or rubbish in any portion of the parks or parkways except in the receptacles provided for that purpose.[3]

E. 
Use of radios and television regulated. Auto radios, portable radios, television sets and receiving or amplifying equipment shall be turned low at all times so as not to be heard beyond 20 feet from such instrument unless louder volume is specifically permitted in connection with a public gathering or a temporary use for which a permit has been granted by the Clerk.[4]

F. 
Gambling prohibited. No unlicensed gambling shall be allowed in the park.[5]

G. 
Interference with other persons. No person shall in any manner disturb, harass or interfere with any person or party or their equipment or property.
H. 
Permits for exclusive use of park areas. Permits for the exclusive use of any picnic area, picnic equipment or play area for any specified date or time may be granted at the discretion of the Village.[6]

I. 
Firearms and fireworks; hunting and trapping. No person shall fire or discharge any firearm, including pistols, airguns, etc., in any park or parkway. No person except an authorized permittee shall fire any fireworks. No person shall engage in trapping or hunting, nor shall any person hunt with bow and arrow within any park or parkway.[7]

J. 
Throwing of stones or missiles. No person shall throw stones or missiles into, out of or within any park or parkway, nor use any slingshot.
K. 
Fires regulated.
(1) 
No person shall make or kindle any fire except in places provided therefor. Fires are subject to such regulations as may be prescribed.
(2) 
The use of charcoal burners in designated picnic areas shall be permitted, provided lawns and other vegetation are not damaged. All unburned coals or ash shall be disposed of so as to prevent fire or other damage to any park property.
L. 
The Parks, Recreation and Forestry Director may ask the Police Department on his/her behalf to issue park violation notices prohibiting (ban) a person from being on any Village parkland for one year if the person is arrested or issued a citation two or more times within a twelve-month period for any violation that occurs on Village parkland. The Chief of Police or his/her designee is also authorized to issue park violation notices to those persons who the Chief of Police or his/her designee determines have committed a serious offense on Village parkland.
M. 
Persons who have received a park violation notice ban and return to Village parks within the banned period of time are subject to penalty in accordance with Village ordinances. Each violation of the ban shall constitute a separate offense.
A. 
Public meetings. No person shall hold or permit to be held any public meetings, assembly or entertainment, religious, social, political or otherwise, within the limits of any park or parkway without a permit therefor from the Board, and then only in areas designated as assembly areas by the Board.
B. 
Parades and processions. No parade, procession or funeral shall take place in or pass through any park or parkway without a permit therefor from the Board.
C. 
Speeches. No person shall make any oration or public speech using any loudspeaker or other amplifying device without a permit therefor from the Board.
D. 
Services and demonstrations.
(1) 
Permit required. No service or demonstration by any organization, creed or sect shall be allowed within any Village park or parkway except in those areas designated by the Board as assembly areas, and then only with a permit therefor from the Board.
(2) 
Exception. This subsection shall not be construed to forbid the offering of a prayer or hymn in connection with church picnics or other similar gatherings.
E. 
Advertising and sales.
(1) 
Sales. No person shall sell, keep, or offer for sale any tangible article, merchandise or thing, nor solicit for any trade, occupations, business or profession or for alms within any park or parkway, without a permit therefor from the Board, and such permit as may be required by this Municipal Code.
(2) 
Advertising. No person shall distribute, post, affix or display any card, handbill, sign, placard, target, banner, flag (except that of the United States or the state) or advertisement within any park or parkway or upon any of the gates or enclosure thereof without authorization from the Village.[1]

A. 
Animals prohibited. No animal except those placed in the park or parkways by the authority of the Board shall be conducted into or allowed to remain within the Village parks and parkways.
B. 
Exceptions.
(1) 
Dogs on leashes. No person having the control or care of a dog shall permit such dog to enter or remain in a public park or parkway unless it is on a leash of suitable strength and not more than six feet in length. The Board shall cause signs to be posted in areas wherein dogs are not permitted.
C. 
Animal droppings. The owner of any animal shall be responsible for removing all droppings from any park area.
(1) 
Any person violating § 356-8C shall be fined per the forfeiture schedule as set by the Village Board. This provision shall modify § 1-2 of the Municipal Code with respect to penalties in that the established minimums per offense shall apply. The provisions of this subsection shall not apply to a person who is visually or physically handicapped.[1]

A. 
Fish, waterfowl and game birds.
(1) 
No person shall place any animal or thing into or upon any of the waters of the parks or parkways. Fishing shall be permitted only in designated areas.
(2) 
No person shall kill, injure or attempt to injure or disturb any waterfowl or other birds or animals, wild or domestic, within any of the parks or parkways, nor shall any person rob or disturb the nest or eggs of any bird or other animal therein.[1]

B. 
Vegetation and equipment.
(1) 
No person shall remove, damage or pluck any flowers or any property within the park.
(2) 
No person in any park or parkway shall remove any device for the protection of trees or shrubs, nor shall any person fasten a horse or other animal to or in the vicinity of any tree or grass plant which may be damaged by the animal.
(3) 
Erection of structures restricted. No person shall erect any structure or edifice, temporary or permanent, without a permit therefor from the Board.
A. 
Driving and parking in authorized areas.
(1) 
No person shall drive or park any traffic or pleasure vehicle or burden upon any part of the parks or parkways except the proper drives in parking areas.
(2) 
Vehicles normally shall be parked in designated parking areas. Parking along roads and drives may be controlled by appropriate signs.
B. 
Vehicles for hire. No person shall cause any vehicle for hire to stand upon any part of the parks or parkways for the purpose of soliciting or taking in passengers or persons other than those carried to the parks or parkways by such vehicle.
C. 
Trucking. No trucking, except for Village purposes, shall be allowed in the parks or parkways unless issued a permit therefor by the Village.[1]

D. 
Traffic controls. The Board shall cause to be erected such traffic control signs as are necessary for the proper regulation and safe movement of bicycles, pedestrians and equestrians.
