GENERAL REFERENCES
Fire Department — See Ch. 56.
A. 
Personnel. The Police Department shall consist of the Chief of Police and such police officers as the Village Board may prescribe by ordinance or resolution.
B. 
Appointments. The Police Commission shall appoint the Chief of Police, who shall hold office during good behavior. The Chief of Police shall appoint and promote subordinates, subject to the approval of the Police Commission. Such appointments and promotions shall be made from lists of eligible persons prepared by the Commission in accordance with state law.
C. 
Salary. The Chief of Police and the police officers shall receive a salary as fixed by the Village Board and shall not be entitled to any other compensation.
A. 
General powers and duties. Each officer of the Department shall possess the powers conferred on marshals and constables by law; shall preserve and protect the health, safety, public peace and order of the Village; and shall enforce the laws and ordinances of the state and Village subject to the orders, rules and regulations of the Chief, the Village President and the Village Board.
B. 
Powers of arrest. The Chief of Police and any police officer shall arrest all persons in the Village found in the act of violating any law or ordinance of the Village or state or aiding or abetting in such violation, and they shall arrest without warrant all persons whom they have reasonable grounds to believe have violated any law or ordinance and who will not be apprehended unless immediately arrested, shall take all arrested persons before the court having jurisdiction thereof to be dealt with according to law.
C. 
Assisting Fire Department. Whenever necessary, any police officer shall assist the Fire Department in maintaining order at the scene of a fire.
D. 
Permits and licenses. The police officers shall ensure that the necessary permits and license issued by the state or the Village are in the possession of or are properly displayed by any person engaged in an activity or business within the Village for which a permit or license is required and that the terms of such license or permit are complied with.
E. 
Conditions of employment. The work week and uniform allowances, vacations, sick leaves, holidays and other fringe benefits of police officers shall be determined by the Village Board.
The Chief of Police shall prepare rules for the administration of the Police Department, which rules shall be in full force upon approval of the Village Board and shall outline the conditions of employment in the Department. The Village Board and the Police Commission, where applicable, may revise such rules.
The Police Department of the Village shall consist of the Chief of Police and such other officers as the Village Board may authorize from time to time.[1]

The Chief of Police shall have charge and custody of all lost, stolen, abandoned and unclaimed property taken from prisoners or held as evidence, and all other property coming into possession of the Police Department, and he shall be responsible for the safekeeping, accurate recording and proper disposition of the same.

Pursuant to the provisions of §§ 814.65(4)(b), 814.70, 814.705 and 814.71, Wis. Stats., the Village of Slinger Police Department shall charge a service fee as set forth in the current fee schedule when the Village police serve a warrant or commitment order upon a person. The person served with the warrant or commitment order shall be responsible for the payment of the warrant or commitment order service fee. The service fee may be collected as a court cost through the court.
A. 
Multiple warrants. The Village of Slinger Police Department shall charge a separate fee for each warrant or commitment order served on a person.
B. 
Disposition of fees. Upon collection by the court, all warrant or commitment order service fees shall be forwarded by the court to the Village Treasurer.
