No person or persons, without a permit from the Mayor, shall post or distribute any handbills, circulars, samples, printed matter or written matter within Vandergrift Borough, provided that no permit granted under this section shall authorize the posting or distribution of any matter in a manner prohibited by law.
No person shall distribute any handbills, circulars, samples, printed matter or written matter by casting or scattering the same upon any of the streets, sidewalks, alleys or public places in the Borough, provided that this shall not prevent any person from handing any such matter, upon any of the streets, sidewalks or alleys in the Borough, to any person willing to receive the same.

Any person who violates any provision of this chapter shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $600 and costs of prosecution and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
