It shall be unlawful for any person to throw or deposit upon any sidewalk in Vandergrift Borough any refuse or discarded article or material or to sweep onto any sidewalk any refuse or discarded article or material.
It shall be the duty of the owner, tenant or occupant of all premises in the Borough to keep the sidewalk adjoining or abutting upon such premises clear of all dirt, refuse, discarded material and obstructions by removing the same from time to time as necessary. Provided that no such removed material shall be placed or swept into any of the streets, alleys or gutters. Provided, further, that the owner of a property shall be responsible for conforming to the requirements of this section where such property is occupied by the owner or is vacant or unoccupied or where such property is a multiple-dwelling-type property; the tenant or occupant thereof shall be responsible in the case of property tenanted or occupied thereby, except for a multiple-dwelling-type property.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $600 and costs of prosecution and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
