Each person shall, within 24 hours after the cessation of a snowfall, remove the snow and ice from the full width of sidewalks abutting property owned by such person. When the same cannot be removed by reason of physical conditions, the full width of the sidewalk shall be sprinkled with sand, ashes, salt or other suitable material for the safety of the public.

Any person charged with the duty of removing the snow and ice or covering same as herein provided shall be subject to a Type A penalty as set forth in § 1-15 of the Village Code for each and every day that such snow and/or ice remains on the sidewalk.
In addition to the penalty hereinbefore provided, the Superintendent of Public Works of the Village shall have the right to remove or cover such snow and/or ice, and the expense thereof shall be audited and fixed by the Board of Trustees and assessed against the owner of the abutting property in the same manner as a tax lien.
