Regulations.

No trees.
(2) 
All interment fees must be paid prior to interment.
(3) 
Monument maintenance is the responsibility of the owner.
(4) 
Lots may not be transferred.
(5) 
Items may not be higher than 44 inches or exceed outside of the monument area, and be only 10 inches in front of an upright monument.
(6) 
New shrubbery is not permitted. Existing shrubs will be removed by the Town at such time as they become overgrown.
(7) 
Planting of annual flowers is permitted within 10 inches of the burial side of an upright monument.
(8) 
Planting of flowers on flush marker lots is prohibited. Natural cut flowers are permitted when placed in appropriate containers.
(9) 
Monument size in the infant section shall be no greater than 18 x 12 x 6 inches.
(10) 
There shall be no interments on Sundays, Memorial Day, Thanksgiving or Christmas.
(11) 
The maximum monument size and type shall be specified by the sexton of cemeteries in accordance with applicable plans for a cemetery facility or a section thereof. Placement of monument foundations shall be determined and marked out by sexton of cemeteries or an authorized designee. Installation of monument foundations shall be the responsibility of the monument company.
(12) 
Alcoholic beverages are strictly forbidden. Department of Public Works employees shall remove any alcoholic beverages during routine maintenance of the cemetery.
(13) 
Valley View Cemetery veterans section regulations.
(a) 
Single grave at one-half cost is available to all honorably discharged veterans or any currently serving service members who are currently residents or who have been/were residents of Tolland for at least 10 years.
(b) 
Single grave next to interred service member may be purchased for use by spouse of interred at regular cost; full interment fees will be charged.
(c) 
Monument at spouse's gravesite must be installed within six months of interment of deceased.
(d) 
Only upright granite military-style monuments shall be allowed, at both veteran and spouse gravesites.
(e) 
A waiver for an extension will be granted for religious reasons and a request for said waiver should be made in writing to the Town Manager.
(14) 
Regulations pertaining to memorial wall for cremated remains at Valley View Cemetery.
(a) 
Monument shall be slant-style monument only.
(b) 
Slant monument size shall be two feet by 10 inches by one foot six inches only.
(c) 
Only McKenzie-style urns are allowed.
(d) 
No plantings allowed around wall; Town of Tolland will provide all plantings.

Pursuant to Public Act No. 86-284, as amended, the Town of Tolland Council adopts the following fee schedule for dog impoundments and related activities:

The Tolland Town Council adopts the following fee schedule applicable to all building permits:
A. 
Fire Code compliance inspection for one- or two-family dwellings: $25.
B. 
Building Code compliance inspection for one- or two-family dwellings: $25. This fee is included in the building permit fee. An additional fee of $25 may be assessed for every reinspection after the first reinspection, for the same violation.
C. 
Plan review fee for Fire Code compliance for all other use groups: $100. This fee is included in the building permit fee if the structure is built.
D. 
Residential Building Code compliance plan review fee: $50. This fee is included in the building permit fee if the structure is built.
E. 
Building Code compliance fee for all other use groups: $100. This fee is included in the building permit fee if the structure is built.
F. 
The building permit fee is based on each $1,000 or portion thereof of a structure's value. A fee shall be charged for each $1,000 of said value at the rate of $30 for the first $1,000 of estimated cost, plus $15 for each additional $1,000 of estimated cost. This fee also applies to all mechanical construction and demolition.

G. 
Filing fee for mechanical construction, inclusive of elevators, electrical, plumbing, heating, ventilating and air conditioning, refrigeration, low-voltage wiring systems, sprinklers, etc., as deemed necessary by the Building Official and/or the State of Connecticut Basic Building Code or the General Statutes of Connecticut: filing fee of $10 if value is covered by project with a building permit.
H. 
Certificate of occupancy processing fee: $5. This fee is included in the building permit fee.
I. 
Penalty for work commencing prior to issuance of a permit. In addition to the permit fee, the penalty shall be equal to the original permit fee; provided, however, that in no event shall the penalty be less than $200 nor greater than $1,000 per offense. This subsection shall not be enforced at the direction of the Building Official in emergency situations such as no heat, hot water, power, etc.
J. 
Subsequent purchasers of residential property who determine after the purchase that appropriate building permits were not acquired shall not be assessed a fine for any remedial work done to come into compliance with the Building Code. However, regular permit fees for work shall apply.
K. 
The Town Manager or his designee shall waive the building permit fee required by reason of activity by or on behalf of the Town or Board of Education, whether by contract or otherwise, except for the portion assessed by the State of Connecticut and except in those cases where there are other available funds to pay for the fee without impact to the completion of the project. The Town Council may, upon request of the Board of Education, review any decision made by the Town Manager in this regard for which it feels it would be adversely impacted. The Town Council may, in other instances and for good cause shown, waive the building permit fee, except for the portion assessed by the State of Connecticut, required of nonprofit entities that have Board or Commission members appointed by the Town Council, receive funds from the Town, or lease a Town facility.
L. 
The Building Official is authorized to waive all Town fees related to building permits for work on crumbling foundations. The waiver shall not apply to any fee required to be charged by the State of Connecticut. At the discretion of the Building Official the waiver may include fees for electrical, plumbing or other building fees.

(1) 
The waiver only applies to work for the direct replacement for the existing foundation. At the discretion of the Building Official, the fees may be waived for permits for other related work required to restore the structure to its previously permitted condition.
(2) 
Upon waiver of the fee, the Building Official shall notify the homeowner, in writing, that the fee has been waived, including the amount of all fees waived.
(3) 
This waiver provision shall be effective December 1, 2016. Work that has commenced but not been completed prior to this effective date may be eligible for a refund of said fees.

Upon completion of the technical review and a determination of the costs incurred, any excess will be refunded to the applicant. When it has been decided that a public hearing is required, and the fee required in Subsection A above is less than $500, the applicant must submit this additional fee to the Commission prior to or at the commencement of the public hearing; failure to submit the check will find the application incomplete and be reason for denial.
