The seven Commissioners of the CDA shall be appointed by the Village President and confirmed by the Village Board, as follows:
Two of the Commissioners shall be members of the Village Board and shall serve during their term of office as members of the Village Board.
Five of the Commissioners shall be Village residents and shall be initially appointed as follows: two for terms ending on the first Monday in August of 1999; one each for terms ending on the first Monday in May of 2000, 2001, and 2002, respectively. Thereafter, the terms of the five Commissioners who are not members of the Village Board shall be four years. These terms shall expire on the first Monday in May of the designated year. Commissioners who are not members of the Village Board shall serve until a successor has been appointed and qualified, unless such Commissioner's term is vacated earlier because of change of residence, removal, resignation or death.

Vacancies shall be filled by the Village President and confirmed by majority vote of the Village Board.
