No person shall permit a motor vehicle in his custody to stand or remain unattended in any street, alley or in any other public place, except an attended parking area, unless either the starting lever, throttle, steering apparatus, gear shift or ignition of the vehicle is locked and the key for such lock is removed from the vehicle.
The forfeiture for an offense described in § 10.60.010 relating to the leaving of keys in an unattended motor vehicle shall be not less than $5 nor more than $200.
