The purpose of the ERC program and policy is to equitably assess
the cost of recent and future improvements to the wastewater treatment
facilities required to serve new development and the addition or expansion
of existing development to be served by the sewer system.
This chapter applies to all new development construction, the
addition or annexation of existing development units and additions
or expansions of existing development already served by the Village
of Grafton municipal sewer system.
As used in this chapter, the following terms shall have the
meanings indicated:
ENR INDEX
The "20 cities" construction cost index published by the
Engineering News Record magazine, a national publication of the construction
industry.
ERC FEE
Equivalent residential connection fee and may be defined
as the WWTP connection charge applicable to a single-family residential
home that contributes 18,000 gallons per quarter to the municipal
sewer system.
ERU
Equivalent residential unit and is synonymous with a single-family
home and its applicable sewer connection.
WWTP
Wastewater treatment facilities.
All new development, additions or expansions of existing development
and the future incorporation of existing development shall be assessed
an ERC fee based upon its sewerage contribution as compared to a single-family
home. For new development the applicable ERC fee is due prior to issuance
of a building permit. For incorporation of existing development, the
applicable ERC fee is due prior to issuance of a plumbing permit.
A. The addition of any single-family home to the municipal sewer system
shall be assessed at one ERC.
B. The addition of any duplexes to the municipal sewer system shall
be assessed at two ERC units.
C. The addition of any multifamily building or development to the municipal
sewer system shall be assessed at one ERC per unit of development.
D. The addition of any industrial, commercial or public authority development
to the municipal sewer system shall be assessed based upon actual
sewerage system usage. An initial assessment based upon anticipated
water usage/sewer contribution is due prior to building permit issuance
for new development or expansions and prior to plumbing permit issuance
for incorporation of existing development. ERC fee adjustment and
final assessment, if necessary, will occur in follow-up to a minimum
one full year of occupancy or municipal sewer service. Final ERC assessment
will be based upon the representative sewerage contributions determined
by the Utility from billings record data.
The unit ERC fee charge in effect on January 1, 2008, was $770
per ERU. The ERC fee will be adjusted annually by the Village Board,
with effective date of January 1. ERC fee adjustment will be in accordance
with the ENR Index over the prior twelve-month period and as determined
by the Village Engineer.
