Whenever Borough Council, upon recommendation of the Fire Marshal, the Fire Chief or the Police Chief, shall determine that the parking of motor vehicles upon any public or private street, lane, or alley within Collegeville Borough, or along one or more travel lanes within any shopping center located within Collegeville Borough, is likely to interfere with the operations and activities of the Fire Department or may seriously hamper the egress of occupants from a building or structure in case of fire, Borough Council may adopt a resolution directing that signs be posted on that street, lane or alley or along the travel lanes within that shopping center by an officer or other duly authorized designee of the Borough, which shall state "No Parking by Order of Fire Marshal" or "No Parking Fire Lane" or other wording acceptable to the Pennsylvania Department of Transportation in accordance with PennDOT Publication 236, Handbook of Approved Signs, most recent edition.
The Fire Marshal or Fire Chief is hereby given authority to adopt and enforce temporary parking regulations to cover emergencies or special conditions in any public or private street, lane, alley or shopping center if he/she shall determine that the parking of motor vehicles is liable to interfere with the operations of the Fire Department. Whenever the Fire Marshal or Fire Chief shall determine that "No Parking by Order of Fire Marshal" signs on any public or private street, lane, alley or shopping center will not clearly indicate the area in which parking is prohibited, he/she is hereby authorized to establish fire lanes by painting lines four inches in width on the roadway surface indicating the area in which parking is prohibited. In addition, he/she shall paint the words "Fire Lane" in letters three feet in height on the roadway surface at intervals he/she deems necessary within the prohibited parking area.
