A building permit shall be required prior to the installation
of any foam plastics in any building structure.
A building permit shall not be issued until such time as the
Building Inspector has obtained approval from the Fire Department
that compliance has been made with the requirements of this chapter.
All equipment used for and/or in the area of spraying shall
be of explosive-proof design, motors, equipment and the like.
There shall be no open flames, cutting and welding torches,
electric heaters, high intensity lamps or smoking materials, such
as pipes, cigars and cigarettes, in or around foam storage and installation
areas. If hot work must be done near exposed foam plastics, the substance
must be shielded from heat and sparks by a thermal barrier such as
one-half-inch cement asbestos board. A fire watch shall be provided
at all times, No cutting or welding of metal will be permitted which
is in contact with foam plastic insulation materials.
Fire-extinguishing equipment shall be provided at both storage
and installation sites as required by the authority having jurisdiction
of the job.
Storage of board stock is limited to quantities needed for the
particular application and shall be stored in a location free from
any ignition hazard. No stacking higher than eight feet is permitted.
Four-foot aisle space must be provided for access between stacks.
Board stock shall be stored 10 feet from any building and five feet
from any property line and shall be protected from sunlight. If board
stock foam is stored indoors, the storage area shall be completely
sprinklered.
Storage of liquid foam plastics material is limited to quantities
needed for the particular application and shall be stored out of direct
sunlight at temperatures not exceeding 85° F. in a well-ventilated
location.
Foam plastics waste components shall not be mixed together for
disposal. All waste foam plastics and empty drums and containers shall
be removed from the job site daily.
In all new or old construction, all foam plastics shall be covered
with fire-rated materials upon completion of each working day and
no exposed areas shall exist.
No foam plastics shall be used in contact with chimneys, heater
vents, steam pipes or other areas which could be subject to service
temperatures exceeding ratings recommended by the particular supplier.
The spraying of foam plastic insulation between existing walls
is prohibited.
There shall be no application of foam plastics to exterior or
interior walls and ceilings of any narrow or flue-like vertical or
horizontal structure.
There shall be no application of foam plastics to interior or
exterior walls and ceilings or roofs or other space enclosures without
prompt subsequent application of approved wall coverings, gypsum board
or equivalent with a fire rating of 15 minutes.
There shall be no confined storage of foam plastics insulation
or foam-covered panels. Excessive quantities in large storage areas
is prohibited.
Any violation of the foregoing chapter shall carry with it a
penalty of not less than $10 nor more than $200 per day for each day
of said violation.
