In any circumstance where a vehicle of any kind, including but not limited to trucks, tractors, trailers, and construction or earthmoving equipment, becomes stuck under an overpass or otherwise immobilized on the public streets, roads, or rights-of-way, the owner of the vehicle shall be liable for the reasonable cost of any municipal services, including but not limited to personnel and use of equipment, that are required to remove or move the vehicle, reroute or direct traffic, or otherwise assist with the situation or maintain public order.
The Council shall, by resolution, adopt a schedule of the costs for various services which may be provided, including a cost for miscellaneous services not expressly listed, which schedule may be amended as the Council finds appropriate.
The Council may, by resolution, adopt any procedures necessary to implement this chapter.
