There is hereby created as an instrumentality of the Borough of Roselle, within and under the office of the Mayor, an office of volunteerism that shall be known as the "Roselle Office of Service and Engagement" (the "office").
A. 
The office shall be under the supervision and direction of a volunteer officer, who shall be a Roselle resident, appointed by the Mayor with the advice and consent of the Borough Council and shall so serve for a term coterminous with the term of the Mayor, unless otherwise dismissed or removed by the Mayor prior to the end of such term. The position of volunteer officer shall be a volunteer position, and the volunteer officer shall not be considered a Borough employee or officer.
B. 
The volunteer officer shall collect information on any individuals looking for volunteer opportunities in Roselle, and coordinate with various volunteer organizations to advise same of the person's interest, including the person's interest in assisting with different community events and programs which the volunteer organizations are performing. In addition, the volunteer officer shall coordinate with individuals that are looking for experience/internship opportunities; the volunteer officer should communicate with identified volunteer organizations, the Borough Administrator, and Borough businesses to see if opportunities are available.
C. 
Additionally, the volunteer officer should seek and coordinate with individuals and volunteer organizations to assist with specific events or programs the Borough of Roselle may conduct, and for which volunteer assistance is necessary.
D. 
The volunteer officer shall maintain a list of individuals interested in volunteering, and, when directed by the Mayor, request assistance for Borough events and programs.
E. 
The volunteer officer may create and recommend to the Mayor and Council volunteer programs within the Borough, and coordinate with the Borough, other governmental entities, and outside organizations to create volunteer opportunities in Roselle.
The volunteer officer shall be permitted, subject to rules and regulations to be imposed by the Mayor and Council, to utilize Borough property or volunteers' personal property to carry out its functions and responsibilities.[1]
