Any person who shall own, keep or harbor a dog of licensing
age shall annually apply for and procure from the Borough Health Officer
a license and official metal registration tag for each such dog and
shall place upon such dog a collar or harness with the registration
tag securely fastened thereto. A dog shall be of licensing age which
has attained the age of seven months or which possesses a set of permanent
teeth.

A. The person applying for the license and registration tag shall pay
a fee of $9 for each dog, which sum shall include the charge for the
registration tag of each dog and $0.20 of that amount being allocated
for the Pilot Clinic Fund. An additional surcharge of $3 shall be
paid on all licenses issued for nonspayed and nonneutered dogs, and
such surcharge shall be allocated for the Animal Population Control
Fund. For each annual renewal, the fee for the license, including
the registration tag, shall be the same as for the original license,
including the tag. Said licenses, registration tags and renewals thereof
shall expire on the last day of December of each year. Persons renewing
a license after January 31 shall, in addition to the fee set forth
above, pay a surcharge of $2 per license. Fees for new licenses shall
not be prorated, regardless of the date of issue.

B. A veterinary certificate indicating that the dog is currently vaccinated
against rabies as outlined in N.J.S.A. 4:19-15.2a shall be required.

No person shall keep, harbor or maintain any dog which habitually
barks or cries.

A. Leash required; penalties.

(1) No person owning, keeping or harboring any dog shall suffer or permit
it to run at large upon the public streets or in any public park or
in any public premises or building, or in any premises or buildings
of others who have not consented thereto, within the Borough of Roselle,
unless such dog is accompanied by a responsible person and securely
confined and controlled by an adequate leash not more than four feet
long whether fixed or retractable.
(2) The penalty for a first offense for a violation of the within subsection
shall be $100; the penalty for a second offense shall be $200; the
penalty for third and subsequent offenses shall be $300.
B. A dog shall be deemed to be running at large and not to be securely
confined and controlled by an adequate leash if such dog shall be
permitted, allowed or suffered to deposit excrement in or upon any
sidewalk, public park, public premises or buildings or in any premises
or buildings of others who have not consented to permit such dog to
run at large in their premises or buildings.
C. A dog shall be deemed to be running at large and not to be securely
confined and controlled by an adequate leash if such dog shall be
permitted, allowed or suffered to deposit urine in or upon any lawn,
shrubbery, sidewalk or public building or in any premises or buildings
of others who have not consented to permit such dog to run at large
in their premises or buildings.

No more than four dogs of licensing age shall be kept, maintained
or harbored at one time for any length of time in any residential
housing unit or on its grounds or in any business establishment or
on its grounds. This restriction shall not apply to properly licensed
kennels, pet shops, pounds and shelters.

Any person who violates or refuses to comply with the provisions
of this article shall, upon conviction thereof, be subject to a fine
of not more than $500 or to imprisonment in the county jail for not
more than 90 days, or both, but in no event less than $10 for the
first offense, $25 for the second and third offense and $50 for each
subsequent offense.
