A. 
There is hereby created a Shade Tree Advisory Committee, which shall consist of seven members to be appointed by the Township Council. The members shall be appointed as follows:

(1) 
One member of the Planning Board to be appointed for a one-year term.
(2) 
Four citizen members to be appointed for terms of three years. Said terms shall commence on January 1 and be overlapping with two members appointed annually. Where possible, citizen members shall be chosen based on experience or expertise in the area of shade tree planting and maintenance.
(3) 
Two alternate members to be appointed for terms of three years. Said terms shall commence on January 1 and be overlapping with one member appointed annually.
B. 
One member of the Township Council shall act as liaison to the Committee.
C. 
One member of the Planning Board shall act as liaison to the committee.
The Shade Tree Advisory Committee shall organize annually, adopt bylaws for the conduct of its affairs and select its Chairman and other officers in accordance with such bylaws.
The Shade Tree Advisory Committee shall perform the following functions:
A. 
Advise the Planning Board and Board of Adjustment on all applications for site plan and subdivision applications as such applications may have an effect upon or need for shade trees within existing or proposed public or private rights-of-way.
B. 
Recommend to the Township Council programs of shade tree improvement, planting and replacement along public rights-of-way within the Township.
C. 
Recommend to the Planning Board and Zoning Board of Adjustment standards, types and planting specifications for shade trees required in accordance with subdivision and site plan review.
D. 
Advise the Township Council of shade tree concerns on public property and along public rights-of-way.
In performing its functions, the Shade Tree Advisory Committee may receive grants-in-aid, gifts and donations and may hire experts to the extent that this may be provided by the Township budget.
