Pursuant to N.J.S.A. 26:2BB-9, the Municipal Alliance shall consult with and advise the Township Council on matters pertaining to alcoholism and drug abuse. It shall make recommendations on the use of funds from public and private sources with the goal of reducing substance abuse. It will implement the Alliance programs formulated by state law.
The Municipal Alliance Committee on Alcoholism and Drug Abuse shall be composed of nine members representing three classes:
A. 
Class I. The following or their designees shall serve as ex officio members from the Township Administration: the Chief of Police, the Health Officer, the Superintendent of Recreation.
B. 
Class II. The Superintendent of Lawrence Township Schools or designee.
C. 
Class III. Five at-large members who are residents of the Township or who represent organizations receiving funds for alcohol and drug abuse education or prevention from the Township. Class III members shall be appointed for two-year terms, staggered.

Pursuant to N.J.S.A. 26:2BB-7, the Committee shall identify alcoholism and drug abuse prevention, education and community needs in the Township in consultation with the County Local Advisory Committee on Alcoholism and Drug Abuse; implement programs established via the County Annual Alliance Plan; and seek funds in conjunction with the Lawrence Township Council from appropriate county and state authorities in support of substance abuse programs.
