All future sewer extensions, whether required by annexations or by future subdivisions, shall be installed at the cost of the subdivider or the parties annexing or by the benefiting property owners (hereinafter referred to as the "subdivider"), and shall be installed under the jurisdiction of the Village. The subdivider shall request, in writing, that such improvements be installed by a method agreed upon by the Village. Accompanying such request shall be a topographic map at a scale not less than one inch equals 200 feet and with two-foot contour intervals. The map shall show the proposed lot lines, proposed street center line grades, and the location and elevations of the nearest sanitary sewers. Where it is required, funds placed in a properly designated escrow account or, if approved by the Village, a performance bond guaranteeing payment at the predetermined time or times shall be provided. It is understood that all costs, including construction, easements, land, engineering, inspection, legal, administrative, and other items of cost in connection with the sewer extension shall be provided for by the Village and shall be paid for by the subdivider or his assigns.
In recognition of the fact that the subdivider will have to pay for the entire cost of the local sewer system, there will be no connection charge assessed by the Village. The monthly service charge for those in the subdivided area shall be the same as is in effect for all other users in the Village.
