A. 
Because the Memorial Walk is a memorial to the veterans of the armed forces of the United States and because certain acts, appropriate elsewhere, are not appropriate in the Memorial Walk, all visitors, including persons attending or taking part in any picnic, celebration, parade, service or exercise, shall observe proper standards of decorum and decency while within the Memorial Walk grounds. For the foregoing reasons, the following acts by any person within the confines of the Memorial Walk shall be, and the same are hereby, prohibited:

No company, society, organization or group of more than ten (10) persons shall hold or conduct any picnic, celebration, parade, service or exercise ("event") without first obtaining a permit, and it shall be unlawful for any person to take part in any event held or conducted contrary to the provisions hereof.
B. 
The Memorial Walk shall be open for use twenty-four (24) hours per day.
C. 
Requests by members of the public for a permit to conduct any event shall be submitted for review by the Parks Director and the Recreation Director at least thirty (30) days prior to proposed event date. Such requests shall describe the proposed event in detail, to the extent possible, to include the type of event, the name of the individual or organization sponsoring the event, the names of all key individuals participating in the event, the estimated number of persons expected to attend the event, the date and time of the event, the expected length of the event, the event's format and content, whether permission to use loudspeaker systems or musical instruments or flags during the service is requested and, if so, a description of the programs, and whether any military organization's support or presence is requested. Events and event participants and attendees shall obey all rules set out in Subsection (A) and shall act in a dignified and proper manner at all times while in the Memorial Walk. No permit request that meets the requirements stated herein shall be unreasonably withheld.
D. 
Any person violating any of the provisions stated herein shall, upon conviction, be fined as set out in Section 100.010 of this Code.
