There is hereby established an Environmental Advisory Committee within the Borough of Waldwick, to be known as the "Environmental Advisory Committee of the Borough of Waldwick."
The Environmental Advisory Committee is intended to serve in an advisory capacity and shall provide information, advice, and make recommendations to the Mayor and Borough Council relating to environmental issues which impact or are perceived to have a potential impact on the Borough of Waldwick.
A. 
The Environmental Advisory Committee shall consist of eight members. All members shall be nominated by the Mayor and appointed with the advice and consent of the Council. The terms of the members first appointed should be as follows:
(1) 
Two members shall be appointed for one-year terms;
(2) 
Three members shall be appointed for two-year terms;
(3) 
Three members shall be appointed for three-year terms.
B. 
All subsequent appointments of each member shall be for a term of three years. Any vacancy occurring during the term of any of the members shall be filled for the unexpired term in the same manner as the original term.
C. 
A member of the Borough Council shall be designated annually by the Mayor to serve as a nonvoting liaison between the Council and the Environmental Advisory Committee.
D. 
A member of the Environmental Advisory Committee shall be nominated annually by the Mayor and appointed with advice and consent of the Council to serve as the Executive Director of the Committee.
(1) 
The Executive Director shall preside over deliberations of the Committee and shall conduct the meetings thereof. The Executive Director is responsible for overseeing the administration, programs and strategic plan of the Committee and any of its subcommittees. The Executive Director reports directly to the Waldwick Council liaison.
(2) 
The Executive Director shall be a voting member in determining whether to move recommendations forward to the Borough Council.
E. 
One of the members of the Environmental Advisory Committee shall annually be elected Secretary at the first meeting in January and shall be responsible for keeping the records and minutes of the meetings.
F. 
If a member of the Environmental Advisory Committee shall fail to attend or not be able to attend meetings for a period of three or more months, that member shall automatically be removed from the Environmental Advisory Committee, and the Environmental Advisory Committee, through the Council liaison, shall ask for a replacement to be appointed by the Mayor and Council so as to secure an active participating member.
The Environmental Advisory Committee shall have the duties and responsibilities as follows:
A. 
Study and make reports and recommendations to the Borough Council from time to time regarding environmental issues such as recycling, land use and development, solid waste management, toxic materials storage, air and water pollution, open space preservation, water resources management, energy conservation and the like;
B. 
Serve as a repository of information about environmental issues relating to the Borough of Waldwick which have been developed in the performance of its tasks;
C. 
Recommend to the Borough Council, subject to funds being available, the hiring of experts to assist the Environmental Advisory Committee in carrying out its duties.
The Environmental Advisory Committee shall establish a subcommittee called the "Green Team," which shall have the duties and responsibilities as follows:
A. 
The Waldwick Green Team will support the Environmental Advisory Committee on ways to promote sustainable practices and environmental improvements that, upon an affirmative vote of the Environmental Advisory Committee, can be sent to the Borough Council for consideration/implementation.
B. 
Assist the Borough of Waldwick in seeking to attain Sustainable Jersey certification.
C. 
Consist of volunteer members of the community. Volunteer applicants shall submit the completed Borough of Waldwick citizen leadership application as required by law and may also include a resume.
(1) 
All applicants will be reviewed by the Environmental Advisory Committee.
(2) 
The Environmental Advisory Committee, upon completion of review of applicants, will submit Green Team members to the Borough Council via the Council liaison for approval at a Council meeting.
D. 
The Executive Director and Council liaison will attend meetings of the Green Team as representatives of the Borough of Waldwick.
E. 
All proposed requests supporting sustainability and environmental actions for the Borough of Waldwick must be approved by the Council before the Environmental Advisory Committee/Green Team can implement or execute them.
A. 
Notice of meetings. The Environmental Advisory Committee shall meet on a regular, monthly basis at a time and date to be decided by a majority of its members, or as often as may be necessary for the proper conduct of its duties and responsibilities.
B. 
Meeting procedures.
(1) 
Agendas to meeting should be sent to all members prior to meeting on the scheduled date. The order of the agenda can be changed for any meeting, provided that the majority of the members present at the meeting agree to the change.
(2) 
The Environmental Advisory Committee shall follow Robert's Rules of Order for Parliamentary Procedures where there is no conflict or disagreement with this chapter, in which each case this chapter shall take precedence.
(3) 
A quorum of the Environmental Advisory Committee must be in attendance for the conduct of business. This should consist of a minimum of five members.
C. 
Minutes. The Secretary of the Environmental Advisory Committee shall keep minutes from each meeting and present the minutes to the Environmental Advisory Committee to vote on their acceptance at subsequent meetings.
The Environmental Advisory Committee shall keep minutes of its meetings and at least once per year submit to the Mayor and Council a summary of accomplishments and project statuses for the prior year as well as goals for the following year.
The annual budget for the committee shall be established as per the Borough of Waldwick budgetary process and guidelines. The Committee will recommend to the Borough Council, via the liaison, money needed to move forward with projected costs to cover memberships, training and/or project-related costs.
The members of the Environmental Advisory Committee shall receive no salary or other compensation for their services.
