As used in this chapter, the following terms shall have the
meanings indicated:
PERSON or OWNER
Any individual person, group of persons, partnership, corporation,
firm, association or any other entity in ownership or possession of
a vehicle as defined herein.
VEHICLE
Any mode of transportation, trailer or vessel, including,
but not limited to, motorcycles, motorbikes, automobiles of any type,
sport utility vehicles (SUVs), recreational vehicles of any size whether
self-propelled or trailered, trucks of any size, tractors, farm equipment,
construction equipment, campers including pop-up campers, trailers
of any type including house, construction, utility and boat trailers,
boats, jet skis and two- or three-wheeled vehicles of any type.
No person shall park, leave, or store any vehicle or trailer
of any kind on any public lands or premises for more than 48 hours,
except in the case of active construction on public property or in
the event of an emergency.
Farm tractors and farming equipment in good operating condition
shall be permitted at all times on any property where there is an
active farming operation or where such equipment is a reasonable use
associated with the maintenance and landscaping of a property. Construction
equipment reasonably necessary for a fully approved construction project
with all lawful required permits in full force and effect shall also
be permitted upon any property while active construction is taking
place.
This chapter shall not apply to vehicles located or stored in
garages or other fully enclosed buildings, nor to commercial operations
where vehicles are permitted under zoning as defined in this Code.
Under special circumstances, City Council shall have the discretion
to allow the storage of vehicles otherwise prohibited herein provided
that they are completely screened from view of adjacent properties
and public roads.
