A. 
Position created. There is hereby created the position of Municipal Attorney.
B. 
Appointment and term of office. The Municipal Attorney shall be appointed by the governing body and shall serve a term of office of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Qualifications. The Municipal Attorney shall be a duly-licensed attorney at law of the State of New Jersey.
D. 
Duties. The duties of the Municipal Attorney shall be as follows:
(1) 
The Municipal Attorney shall represent the Township in all legal matters, shall advise and assist the Mayor, the Township Committee and the various department directors as may be required. He shall attend meetings of the Township Committee, draft ordinances and resolutions, and give opinions and rulings on questions of law which may arise at Township meetings. He shall prepare or approve all legal instruments relating to the business of the Township and shall represent the Township in any litigation, and conduct trials, appeals and other proceedings in which the Township is interested as he may in his discretion determine to be necessary or desirable, or as directed by the governing body.
(2) 
The Municipal Attorney shall have the power to enter into any agreement, compromise or settlement of any litigation in which the Township is involved, subject to the approval of the governing body.
(3) 
Whenever he deems the interest of the Township so to require, the Municipal Attorney may, with the approval of the governing body and within the limits of available appropriations appoint special counsel to assist him in the handling of any legal matter. If the Municipal Attorney should be disqualified with respect to any matter, the governing body shall appoint special legal counsel to represent the Township for and with respect to such matter.
A. 
Position created. There is hereby created the position of Municipal Engineer.
B. 
Appointment and term of office. The Municipal Engineer shall be appointed by the governing body and shall serve a term of office of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Qualifications. The Municipal Engineer shall be a duly-licensed professional engineer of the State of New Jersey.
D. 
Duties. The Municipal Engineer shall have full charge of matters pertaining to engineering in relation to any public improvement or other public work. In addition, he shall perform all duties required by statute or ordinance of the Municipal Engineer and shall perform such engineering assignments and other services, including attendance at meetings of the Township Committee, as may be required by the governing body.
A. 
Position. The Municipal Accountant or Auditor shall not be a municipal officer but shall serve as a consultant under contract to the municipality.
B. 
Appointment and term. The Municipal Accountant or Auditor shall be appointed by the governing body and shall serve a term of office of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Qualifications. The Municipal Accountant or Auditor shall be a registered municipal accountant.
D. 
Duties. The Municipal Accountant or Auditor shall perform such duties as are set forth in the Local Fiscal Affairs Law as well as such other services as may be requested by the governing body.
A. 
Position created. Pursuant to N.J.S.A. 40A:9-136, there is hereby created the position of Township Administrator.
B. 
Appointment and term of office. The Township Administrator shall be appointed by the governing body in accordance with N.J.S.A. 40A:9-137. The term of office of the Township Administrator shall be at the pleasure of the governing body.
C. 
Duties. The duties of the Township Administrator shall be as prescribed by law. The Administrator shall perform such other duties which are related to his work as are prescribed by the governing body.
D. 
Removal from office. The Township Administrator may be removed by a two-thirds (2/3) vote of the governing body. The resolution of removal shall become effective three (3) months after its adoption by the governing body. In accordance with N.J.S.A. 40A:9-138, the governing body may provide that the resolution of removal shall have immediate effect; provided, however, that the governing body shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three (3) calendar months following adoption of the resolution.
E. 
Vacancy. Any vacancy in the position of the Township Administrator may be filled by appointment by the governing body.

Office created. There is hereby created the office of Municipal Clerk for the Township of Plumsted.
B. 
Appointment and term of office. The Municipal Clerk shall be appointed by the governing body and shall serve a term of three (3) years as provided by N.J.S.A. 40A:9-133.
C. 
Duties. The Municipal Clerk shall serve as the Clerk of the Committee, perform such functions as may be required by law and shall maintain the records and minutes of the Committee.

Position created. There is hereby created the position of Deputy Municipal Clerk for the Township of Plumsted.

Appointment and term of office. The Deputy Municipal Clerk shall be appointed by the governing body and shall serve for a term of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Duties. The Deputy Municipal Clerk shall have all the powers and perform all the duties of the Municipal Clerk during such times and for such specific periods as the Municipal Clerk is absent, disabled or otherwise unable to perform his duties. The Deputy Municipal Clerk shall assist the Municipal Clerk in the performance of the duties of the Municipal Clerk's office.

Appointment and term of office. The Chief Financial Officer shall be appointed by the governing body of the Township of Plumsted. The Chief Financial Officer shall serve a term of office of four (4) years, commencing on January 1st in the year in which the Chief Financial Officer is appointed.
C. 
Duties. The Chief Financial Officer shall have the duties set forth in N.J.S.A. 40A:9-140.2, shall assist the governing body in the preparation of the annual budget and shall ensure that the municipality complies with all requirements of the Division of Local Government Services concerning municipal finances.

Duties. The duties of the position of Deputy Chief Financial Officer shall have all the powers and perform all of the duties of the Chief Financial Officer during such times and for such specific periods as the Chief Financial Officer in the performance of the duties of the office of the Chief Financial Officer.

Duties. The Assistant Treasurer shall work in conjunction with and under the direction of the Chief Financial Officer. The Assistant Treasurer shall perform all duties and functions as directed by the Chief Financial Officer, and in the absence of the Chief Financial Officer shall perform all of the duties of the office of the Chief Financial Officer.

Position created. There is hereby created the position of Purchasing Agent for the Township of Plumsted.

Appointment and term of office. The Purchasing Agent shall be appointed by the governing body and shall serve a term of office of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Duties. The duties of the Purchasing Agent shall be as prescribed by law. The Purchasing Agent shall perform such other duties which are related to his work as are prescribed by the governing body.

Appointment and term of office. The Tax Collector shall be appointed by the governing body and shall serve a term of office of four (4) years, commencing on January 1st of the year of appointment and ending on December 31st of the fourth year, or until a successor shall be appointed and qualified. A vacancy in the office of Tax Collector other than due to expiration of term shall be filled by appointment for the unexpired term.
C. 
Duties. The duties of the Tax Collector shall be as prescribed by law. The Tax Collector shall perform such other duties which are related to her work as are prescribed by the governing body.

Appointment and term of office. The Zoning Officer shall be appointed by the governing body and shall serve a term of office of one (1) year, commencing on January 1st of the year of appointment and ending on December 31st, or until a successor shall be appointed and qualified.
C. 
Duties. The duties of the Zoning Officer shall be as follows:
(1) 
To enforce the zoning ordinances of the Township of Plumsted.
(2) 
To issue zoning permits.
(3) 
To issue flood hazard letters in writing when requested.
(4) 
To answer all inquiries with regard to zoning.
(5) 
To keep a record of all applications for permits and of all permits and certificates issued, with a notation of all special conditions involved.
(6) 
To file and safely keep copies of all plans submitted.
(7) 
To collect and record fees for zoning permits and flood letters.
(8) 
To prepare a monthly report for the governing body summarizing all activity of the previous months concerning the duties of the Zoning Officer.
D. 
The Zoning Officer shall conduct field inspections and special investigations to ensure compliance with various municipal ordinances, initiate and enforce rules and regulations in relation to enforcement of ordinances, initiate necessary legal action against violators of various municipal ordinances, prepare needed reports, establish and maintain the records and files and may assist in the promulgation of municipal ordinances.
E. 
The duties of the Zoning Officer shall be as prescribed by law. The Zoning Officer shall perform other duties which are related to his work as are prescribed by the governing body.
F. 
The Code Enforcement Officer and/or the Zoning Officer and/or the Deputy Zoning Officer shall also investigate and insure compliance with any approvals granted by the Plumsted Township Zoning Board of Adjustment, the Plumsted Township Planning Board or combined Planning/Land Use Board of the Township of Plumsted and may issue appropriate citations for violations of any approvals granted by said Boards under the New Jersey Municipal Land Use Law to any applicant for development, owner of property or person of possession of said property.

B. 
Appointment and term of office. The Municipal Humane Law Enforcement Officer shall be appointed by the governing body and shall serve at the pleasure of the governing body for a term of one year, commencing January 1 and expiring December 31 of each year.
C. 
Duties. The duties of the position of Municipal Humane Law Enforcement Officer shall include but not be limited to the following:
(1) 
Enforce all laws and ordinances enacted for the protection of animals, including but not limited to animal control, animal welfare and animal cruelty laws of the state and local ordinances.
(2) 
Conduct investigations and initiate and prosecute complaints and/or violations of animal control, animal welfare or animal cruelty laws of the State of New Jersey, as well as local ordinances.
(3) 
Engage in the apprehension and arrest and detection of offenders who have violated animal control, animal welfare and animal cruelty laws of the state as well as local ordinances.
D. 
Qualifications. A person must possess the following to be appointed to the position of Municipal Humane Law Enforcement Officer:
(1) 
Animal Control Officer Certification from the Commissioner of Health pursuant to Subsection b of Section 3 of P.L. 1983, c. 525 (N.J.S.A. 4:19-15.16a).
(2) 
The approval and recommendation of the Chief Law Enforcement Officer of the Township of Plumsted in accordance with N.J.S.A. 4:19-15.16 et seq.

Duties. The Construction Official shall be the Director of the Division of Code Enforcement and Inspections. The duties of the Construction Official shall be as prescribed by law. The Construction Department duties and positions, including the Building Inspector, Building Subcode Official, Plumbing Inspector, Plumbing Subcode Official, Electrical Inspector, Electrical Subcode Official, Fire Protection Inspector, Fire Protection Subcode Official and Mobile Home Inspector as more fully prescribed in Chapter 6 of the General Ordinances of the Township of Plumsted, entitled "Building and Housing," and Chapter 31 of the General Ordinances of the Township of Plumsted, entitled "Mobile Home Parks," are hereby incorporated by reference.

The Township Committee may enter into an annual Interlocal Government Services agreement (by Resolution) with the Plumsted Township Redevelopment Authority whereby the Neighborhood Preservation Coordinator shall be under the supervision and control of the Plumsted Township Redevelopment Authority to the extent not prohibited by law.

The Public Information Officer will be responsible for updating and maintaining the Township Website and making official posts to social media. The Public Information Officer will be responsible for maintaining an email list of those interested in receiving official emails from the Township and distributing emails to same and other duties related to the position as are prescribed by the governing body.

C. 
Duties. The duties of the Public Agency Compliance Officer shall be as prescribed by law. The Public Agency Compliance Officer shall have the duties set forth in N.J.A.C. 17:27; and shall be responsible for ensuring the agency's compliance with these rules; and shall perform any other liaison and assistance functions as may be requested.

Position created. There is hereby created the position of Emergency Management Coordinator pursuant to Chapter 17 of the General Ordinances of the Township of Plumsted, entitled "Emergency Management Service."

Appointment and term of office. The Emergency Management Coordinator shall be appointed by Mayor and shall serve a term of office of three years.

Duties. The duties of the Emergency Management Coordinator set forth in Chapter 17 of the General Ordinance of the Township of Plumsted, entitled "Emergency Management Service," are hereby incorporated by reference.

A. 
Position created. There is hereby created the position of Deputy Emergency Management Coordinator pursuant to Chapter 17 of the General Ordinances of the Township of Plumsted, entitled "Emergency Management Service."
B. 
Appointment and term of office. The Emergency Management Coordinator shall appoint an Emergency Management Deputy Coordinator with the approval of the Mayor. Wherever possible, such Deputy shall be appointed from among the salaried officers or employees of the municipality.
C. 
Duties. The Deputy Emergency Management Coordinator shall work in conjunction with and under the direction of the Emergency management Coordinator. The Deputy Emergency Management Coordinator shall perform all duties and functions as directed by the Emergency Management Coordinator, and in the absence of the Emergency Management Coordinator shall perform all of the duties of the Emergency Management Coordinator.

Position created. There is hereby created the position of Recycling Coordinator.
B. 
Appointment and term of office. The Recycling Coordinator shall be appointed by the governing body and shall serve a term of office of one year, commencing on January 1 of the year of appointment and ending on December 31, or until a successor shall be appointed and qualified.
C. 
Duties. The duties of the Recycling Coordinator as set forth in pursuant to Chapter 52 of the General Ordinances of the Township of Plumsted, entitled "Recycling," are hereby incorporated by reference.

Position created. There is hereby created the position of Drug and Alcohol Alliance Coordinator.
B. 
Appointment and term of office. The Drug and Alcohol Coordinator shall be appointed by the Mayor with the advice and consent of the governing body and shall serve a term of office of one year, commencing on January 1 of the year of appointment and ending on December 31, or until a successor shall be appointed and qualified.
C. 
Duties. The duties of the Drug and Alcohol Alliance Coordinator as set forth in Chapter 33 of the General Ordinances of the Township of Plumsted, entitled " Municipal Alliance Committee," are hereby incorporated by reference.

Position created. There is hereby created the position of Municipal Court Judge.
B. 
Appointment and term of office. The Municipal Court Judge shall be appointed by the governing body of the Township of Plumsted. Said Municipal Court Judge shall serve for a term of three years from the date of his appointment and until his successor is appointed and qualified. Any appointment to fill a vacancy caused other than by expiration of term shall be made for the unexpired term only.
C. 
Duties. The powers and duties of Municipal Court Judge as set forth in pursuant to Chapter 35 of the General Ordinances of the Township of Plumsted, entitled "Municipal Court," are incorporated by reference.
D. 
The Municipal Court duties and positions, including Municipal Court Clerk and Deputy Municipal Court Clerk and Substitute as more fully prescribed in Chapter 35 of the General Ordinances of the Township of Plumsted, entitled "Municipal Court," are hereby incorporated by reference.

Position created. There is hereby created the position of Director of Public Safety.
B. 
Appointment and term of office. The Director of Public Safety shall be appointed by the Township Committee. The Director shall serve at the pleasure of the Township Committee.

Duties. The duties of the Director of Public Safety as set forth in pursuant to Chapter 47 of the General Ordinances of the Township of Plumsted, entitled "Police Department," are incorporated by reference.
D. 
The Police Department duties and positions, including, Chief of Police, Sergeant, Corporal, Patrolman, Crossing Guards, Police Matron as more fully prescribed in Chapter 47 of the General Ordinances of the Township of Plumsted, entitled "Police Department," are hereby incorporated by reference.

Appointment and term of office. The Clean Communities Director shall be appointed by the governing body and shall serve a term of office of one year, commencing on January 1 of the year of appointment and ending on December 31, or until a successor shall be appointed and qualified.

Duties. The duties of the Clean Communities Director shall be to coordinate the goals and objectives of the New Jersey Clean Communities Program for the Township of Plumsted.
