The Superintendent of Public Works is hereby authorized to compile
a list of private contractors to provide snow removal and salting/sanding
services and to amend and supplement the list from time to time. A
snow removal contractor shall be required to meet the following minimum
qualifications to be included on the list.
A. All snow removal contractors must own or lease and have available
equipment deemed by the DPW Superintendent to be necessary to provide
safe and efficient snow removal and/or salting or sanding. Each vehicle
used for borough services must have the name of the contractor and
his phone number on the side of the vehicle.
B. All vehicles used for borough services must be equipped with radio
communications, beepers or telephones enabling them to maintain contact
with their places of business.
C. All snow removal contractors must carry public liability insurance
with a limit of $1,000,000, property damage insurance in the amount
of $100,000 per accident. A certificate showing these coverages shall
be required.
After the initial list is prepared, the Superintendent may add
names to the approved list when additional snow removal contractors
meet the appropriate qualifications. The Superintendent may also delete
names from the list when an operator fails to perform properly or
to continue to meet the basic requirements, but no deletion shall
occur without notice to the snow removal contractor involved and the
opportunity for a hearing before the Superintendent. The decision
of the Superintendent may be appealed to the Borough Administrator.

The rates payable for snow removal and sanding/salting services
shall be up to and including the following; and the Borough Department
of Public Works Supervisor will determine equivalent classification
upon inspection of equipment:
Salt/grit spreader (equipment and operator): $85/hour
Snow removal via motor vehicle with plow: $100/hour
Pick-up truck with plow and operator: up to $115/hour
Mason dump truck or equivalent with plow and operator: up to
$150/hour
Single axle dump truck GVWR 34,000 or greater with plow and
operator: up to $180/hour
Single axle dump truck GVWR 34,000 or greater with salt spreader:
up to $125/hour
Mason dump truck or equivalent with salt spreader: up to $100/hour
Front-end rubber tire loader or backhoe with 1.5 C.Y bucket
or greater: up to $275/hour
The DPW Superintendent shall also be authorized to employ on
a part-time, temporary basis members of the borough Police Department
and members of the Mount Arlington Fire and Rescue Department and
the Mount Arlington Rescue Squad to provide labor in connection with
snow removal and related services during inclement weather emergency
situations, and to compensate such persons at the rate of $15 per
hour.
