All legislative power of the township shall be exercised by
the Township Committee according to law.
The Township Committee shall organize annually on the first
day of January or during the first seven days thereafter, at which
time it shall elect from among its members a Mayor and a Deputy Mayor.
Upon nomination by the Mayor, the Committee shall, by resolution,
make assignment of its members to direct and supervise designated
areas of municipal responsibility.
There shall be five areas of responsibility assigned to Committee
members, which shall include the stated officers, boards, bodies,
commissions, functions or by such other division as determined by
resolution of the Township Committee:
B. Health and Welfare.
(2) Welfare and vital statistics.
C. Public Works.
(4) Department of Public Works.
D. Public Safety.
(4) Municipal Court and Court Clerk.
The Deputy Mayor shall serve in the absence of the Mayor and
exercise all the powers and duties prescribed for the Mayor and allowed
by law.
In addition to those powers conferred by law, the Committeeman
assigned to a particular area of responsibility shall exercise general
financial and supervisory control over that area and the departments
therein and shall be responsible for the proper and efficient operation
thereof. When such area includes independent officers, boards, bodies
and commissions, he shall serve as a liaison between them and the
Township Committee.
All regular and special meetings of the Township Committee shall
be open to the public. The rules of procedure to be followed for the
conduct of business by the Committee shall be established by resolution.
Where not otherwise provided, Robert's Rules of Order, Revised,
shall govern, and the Township Attorney shall be parliamentarian ex
officio.
A majority of the whole number of members of the Township Committee
shall constitute a quorum, and no ordinance shall be adopted by the
Township Committee without the affirmative vote of a majority of the
quorum of the Committee. If a quorum is not present within one hour
after the appointed time for any meeting, those members present may
declare the meeting adjourned.
The vote upon every resolution or ordinance shall be taken by
roll call, and the yeas and nays and abstentions with reasons stated
shall be entered on the minutes. All ordinances shall be introduced,
considered, published, reconsidered and enacted in the manner provided
by law.
