The Township Committee shall appoint a Zoning Administrative
Officer to enforce the provisions of this chapter. It shall be his
duty to examine all applications for permits, issue permits only for
construction and uses which are in accordance with the requirements
of this chapter, record and file for public record all applications
for permits with any accompanying plans and documents and make such
reports as the Township Committee may require. Permits for construction
and uses which are a conditional use or variance to requirements of
this chapter and for all uses which are subject to site plan review
by the Planning Board shall be issued only upon order of the Planning
Board or the Board of Adjustment. Nothing herein contained shall require
any change in plans or construction of a lawful use for which a building
permit has been issued. No permit shall be issued for more than one
dwelling unit on each lot, except as follows:
A. Multiple-family or townhouse dwellings in R-4 Multiple-Family Residence Districts when approved under the provisions of §
166-15 hereof.
B. Conversion to two- or three-family use when authorized under the provisions of §
166-39 hereof.
C. A plan approved by the Planning Board for more than one single-family detached dwelling on a single lot on which each dwelling unit is so located that it can be later subdivided in full compliance with the area, yard and frontage requirements of the zoning district in which it is located, and would meet requirements of Chapter
143, Subdivision and Development, of the Code of the Township of West Deptford.

A. A permit shall be required prior to the erection or alteration of any building, structure or portion thereof, prior to the erection of any sign, other than a sign which is exempt by §
166-43 hereof, and prior to the use or change in use of a building or land and prior to the change or extension of a nonconforming use. Applications for permits shall be made in writing to the Zoning Administrative Officer on such forms as may be furnished by the Township. Such application shall contain all information necessary for the Zoning Administrative Officer to ascertain whether the proposed erection, alteration, use or change in use complied with the provisions of this chapter.
B. Issuance of permits. Permits shall be granted or denied within 10
days after the written application has been filed with the Zoning
Administrative Officer, except where the application involves a conditional
use, a variance or approval action by an agency of the Township or
other governmental authority. Upon completion of the erection or alteration
of any building or portion thereof, authorized by any permit, and
prior to occupancy or use, the holder of such permit shall notify
the Zoning Administrative Officer of such completion. No permit shall
be considered complete or permanently effective until the Zoning Administrative
Officer has issued a certificate of approval indicating that the work
has been inspected and approved as being in conformity with the provisions
of this chapter and other applicable ordinances.

Fees for appeals, plan reviews and permits shall be paid by the applicant in accordance with fees established in Chapter
102, Article
VI.

If construction, erection, location, alteration or use of a
building or land which is authorized by a permit issued by the Zoning
Administrative Officer, or which is authorized by the Planning Board
or the Board of Adjustment as a conditional use or variance is not
substantially undertaken within 12 months of the date of issue or
authorization, or if there is a failure to comply with the conditions
imposed by either Board within the twelve-month period, such zoning
permit or authorization shall be void. Nothing herein shall preclude
the renewal of such permit or authorization upon proper application.

To further accomplish the purposes specified in §
166-2 hereof, all applications for permits for any land development involving commercial uses, industrial uses or other nonresidential uses, or which involves extension of Township sewer or water facilities, or for multiple-family or townhouse dwellings, shall be referred to the Planning Board for review and action in accordance with the procedures and standards prescribed in Chapter
143, Subdivision and Development, of the Code of the Township of West Deptford. Site plans shall be submitted with all applications for conditional uses, except where this requirement is specifically waived by the Planning Board.
