The Town Administrator shall appoint a Chief of Police, who
shall appoint such regular or special police officers as required,
who, in addition to the duties required by the laws of the commonwealth,
shall make complaints for violation of these bylaws.
The Chief of Police possesses the discretion to determine the
appropriate level of police service in the Town to ensure public safety.
Therefore, notwithstanding any regulations or guidelines to the contrary,
the Chief of Police has the discretion to require the presence of
a sworn police officer, employed on a paid detail basis, in all instances
where there is a street opening or any work to be done on a public
way or at a public function in Town. The Chief shall have further
discretion to determine the number of officers assigned to any such
instance necessary to maintain public safety.
