A. There shall be a committee known as the "Finance Committee," as authorized
by MGL c. 39, § 16.
B. The Committee shall consist of seven members, who shall be appointed
by the Moderator. No member of the Committee shall be an elected official,
paid committee member or Town employee. An "employee of the Town"
shall be deemed to mean one whose position or employment has not been
expressly classified as that of a special employee under the provisions
of MGL c. 268A, § 1.

It shall be the duty of said Committee to consider all the articles
of the warrant or warrants referred to it and make report thereon
in writing, with the estimates and recommendations for the final action
of the Town, at the Annual Meeting, and at any Special Meeting, unless
otherwise directed by vote of the Town. Said Committee shall also
act as an Advisory Committee for the Town.
