All ordinances and amendments and supplements thereto heretofore adopted by the Borough of Neptune City establishing fees and costs inconsistent with the fees and costs set forth in the within chapter are hereby repealed.

The following schedule of fees shall be charged from and after the effective date of this chapter:
A. 
Public records and service fees; photocopies and reproductions.
(1) 
Pages one through 10 of photocopies: $0.75 per page, seniors (age 60 and over) receive first 10 photocopies free.
(2) 
Pages 11 through 20 of photocopies: $0.50 per page.
(3) 
Pages 21 and thereafter of photocopies: $0.25 per page.
(4) 
Community Center and library fees. Computer printouts: $0.10; seniors (age 60 and over) receive first 10 pages free.
(5) 
United States postage or overnight delivery costs for records and other reports on a direct cost basis.
(6) 
Sale of used library books, within the following ranges, and at the discretion of the Librarian based on type and condition of the book: $.25 to $1 for paperbacks; and for hardcover books $1 to $15.

(7) 
Reproduction for any audio recording or of any videotape (in any medium) and reproduction of any data information on diskette or CD, $10, plus additional hourly charges as set forth in Section 62-2A(24).

(8) 
Reproduction of any computer generated picture or photograph: $5.
(9) 
Reproduction of image or data on computer screen: $0.75.
(10) 
A certified copy of a vital record (birth certificate, marriage license, domestic partnership certificate, civil union certificate or death certificate): $15 paid to the Borough of Neptune City.

(11) 
Duplicate tax bills: $5 paid to the Borough of Neptune City.
(12) 
A Zoning Ordinance booklet: fee of $30 paid to the Borough of Neptune City.
(13) 
A copy of the Master Plan: fee of $20 paid to the Borough of Neptune City.
(14) 
Zoning permit: fee of $50 for single- or two-family residential uses, and $100 for all other property uses, paid to the Borough of Neptune City. There shall be a resubmittal fee of $25 per resubmission of a zoning permit.

(15) 
A Housing Plan Element: fee of $15 paid to the Borough of Neptune City.
(16) 
A copy of complete Borough Code or diskette or CD: fee of $50 paid to the Borough of Neptune City.
(17) 
A copy of the Site Plan Review Ordinance: fee of $10 paid to the Borough of Neptune City.
(18) 
A copy of the Subdivision Review Ordinance: fee of $10 paid to the Borough of Neptune City.
(19) 
Use of municipal trucks, when available, shall be as follows:
A deposit shall be given to the Borough Clerk in the amount of $300, of which $100 shall be a nonrefundable fee and $200 shall be applied to payment of the Reclamation Center tipping fees assessed; the homeowner shall receive a refund of any part of said $200 not required to satisfy said tipping fees and shall be obligated to pay any tipping fees in excess of said $200. Any excess fee not paid within 10 days shall be added to the homeowner's current tax bill and become a lien on the homeowner's property and shall be collectible as in the case of municipal taxes, charges and liens.

(20) 
Purchase of thirty-gallon containers for recycling by residents: $10 per container; purchase of fifty-gallon containers for recycling by residents: $15.

(21) 
Fingerprinting service. A fee of $5 per person shall be paid to the Borough of Neptune City in connection with each set of fingerprints taken. In addition, whenever fingerprints are required under any municipal, state or federal law or regulation, the fee shall be that as established and charged by the governmental agency.
(22) 
Returned checks and other written instruments returned to the Borough of Neptune City for insufficient funds: a service charge of $20 each to be added to any account owed to the municipality.

(23) 
Vehicle storage on the Borough of Neptune City's property. The owner of any vehicle that is impounded by the Police Department and stored on the Borough of Neptune City's property shall be charged storage fee of $15 per day for the first 40 days. From the 41st day until the vehicle is released, the fee will be $10 per day.
(24) 
Extraordinary service charges: fee of $45 per hour for any of the following services:
(a) 
For any extensive use of information technology and/or for the labor cost of personnel providing the service.
(b) 
When personnel are required to provide a government record in the medium requested if it is not a medium routinely used by the Borough of Neptune City.
(c) 
Where the Borough of Neptune City must make an extraordinary expenditure of time and effort to accommodate a request for government records.
A. 
In the case of federal, state and local governments, no fees shall be charged.
(1) 
In the case of local public school districts, local municipal fees may be waived at the discretion of the Borough Mayor and Council, and/or Department Director in conjunction with the Mayor or Borough Administrator.

B. 
In the case of nonprofit, charitable or religious organizations, the Borough Mayor and Council, Borough Administrator or Department Director in conjunction with the Mayor or Borough Administrator may waive any fees.

C. 
In the case of fingerprinting for personal identification such as Ident-A-Kid, Ident-Adult, and similar public safety programs, the fee may be waived.

D. 
Incentives for volunteer emergency service members: exemption from fees.

(1) 
Purpose. The purpose of this subsection is to establish an incentive program to increase enrollment in the Volunteer Fire Company and First Aid Squad within the Borough of Neptune City and to reward such volunteers for their tireless efforts, and their many hours spent to preserve and protect the health, safety, property and welfare of the residents of the Borough of Neptune City, 24 hours per day, 365 days per year, without compensation.
(2) 
Definitions. As used in this subsection:
MEMBER IN GOOD STANDING
Any person who has been certified in writing by the Chief of the Volunteer Fire Company or by the Captain of the First Aid Squad within the Borough of Neptune City to have served at least one year of continuous volunteer service in the company or squad and meets the requirements of active member as fixed by the bylaws of the company or squad.
VOLUNTEER
Any individual contributing services to the Volunteer Fire Company or First Aid Squad within the Borough of Neptune City without remuneration or without a formal agreement or contract for hire.
(3) 
Qualifications for benefits. The provisions of this subsection shall be limited solely to those persons who are volunteers in any Volunteer Fire Company or First Aid Squad within the borough who are certified by the Chief Executive Officer of their respective volunteer organization as "members in good standing" of the organization.
(4) 
Benefits. Every certified member in good standing of the Volunteer Fire Company or First Aid Squad shall be entitled to the following benefits from the borough:
Exemption from the payment of any Borough of Neptune City fees for Certificate of Inspection fees, local construction fees and application fees for the Planning Board or the Board of Adjustment up to a maximum of $300 per year, provided the fee or charge is for the personal and nonprofit use of such member in good standing. Where fees include monies payable to the state and/or county, only the municipal portion of these fees may be waived.

(5) 
Exclusions.
(a) 
Fees, licenses and permits associated with any for profit activity;
(b) 
Non-application fees and escrows required by either the Planning Board or Board of Adjustment in connection with any variance, site plan or subdivision application;
(c) 
Escrows associated with any engineering applications and engineering inspection fees in connection with any application set forth in Section 111-11.
(d) 
Dog licenses.
(e) 
Posting of performance or maintenance guarantees.
(6) 
Procedure of exemptions. As deemed necessary for the administration of this plan, the Borough Clerk may require each individual qualified hereunder to fill out any form designated by that official to provide such information necessary for the exemption.
(7) 
Enforcement. The Borough Administrator is hereby authorized to enforce the provisions of this subsection.
(8) 
Violations and penalties. Any person committing an offense against the provisions of this subsection shall be guilty of a violation to be punished by a fine not to exceed $300.
