Village of Bloomfield is committed to the safety and security of our employees. Workplace violence presents a serious occupational safety hazard to our agency, staff, and clients. Threats, threatening behavior, or acts of violence against employees, visitors, guests, or other individuals by anyone on Village of Bloomfield property will be thoroughly investigated and appropriate action will be taken, including summoning criminal justice authorities when warranted. All employees are responsible for helping to create an environment of mutual respect for each other as well as clients, following all policies, procedures and program requirements, and for assisting in maintaining a safe and secure work environment.
A. 
This article is designed to meet the requirements of New York State Labor Law § 27-b and highlights some of the elements that are found within our Workplace Violence Prevention Program. The process involved in complying with this Law included a workplace evaluation that was designed to identify the workplace violence hazards our employees could be exposed to. Other tools that were utilized during this process included an employee questionnaire. Management and authorized employee representatives will have an ongoing role in the evaluation process, recommending methods to reduce or eliminate the hazards identified during the process and investigating workplace violence incidents or allegations. All employees will participate in the annual Workplace Violence Prevention Training Program.
B. 
The goal of this article is to promote the safety and well-being of all people in our workplace. All incidents of violence or threatening behavior will be responded to immediately upon notification. Village of Bloomfield has identified response personnel that include a member of management and an employee representative. If appropriate, the Village of Bloomfield will provide counseling services or referrals for employees.
A. 
The Village prohibition against threats and acts of violence applies to all persons involved in the Village's operation, including, but not limited to, personnel, contract and temporary workers and anyone else on the Village property. Violations of this article by any individual on the Village property will lead to disciplinary action, up to and including termination and/or legal action as appropriate.
B. 
All Village of Bloomfield personnel are responsible for notifying the contact person designated below of any violent incidents or threatening behavior, including threats they have witnessed, received, or have been told that another person has witnessed or received.

As used in this article, the following terms shall have the meanings indicated:
ACTS OR THREATS OF VIOLENCE
A. 
Includes conduct which is sufficiently severe, offensive, or intimidating to alter the employment conditions at the Village, or to create a hostile, abusive, or intimidating work environment for one or several employees. Examples of workplace violence include, but are not limited to, the following:
(1) 
All threats or acts of violence occurring on the Village's premises, regardless of the relationship between the Village and the parties involved.
(2) 
All threats or acts of violence occurring off the Village's premises involving someone who is acting in the capacity of a representative of the Village.
B. 
Specific examples of conduct which may be considered threats or acts of violence include, but are not limited to, the following:
(1) 
Hitting or shoving an individual.
(2) 
Threatening an individual or his/her family, friends, associates, or property with harm.
(3) 
Intentional destruction or threatening to destruct the Village's property.
(4) 
Making harassing or threatening phone calls.
(5) 
Harassing surveillance or stalking (following or watching someone).
A. 
All employees are prohibited from carrying a weapon while in the course and scope of performing their job for the Village of Bloomfield, whether they are on Village property at the time or not and whether they are licensed to carry a weapon or not. This article also prohibits weapons at any Village-sponsored functions.
B. 
Failure to abide by this article will result in disciplinary action up to and including termination.

Every employee should report incidents of threats or acts of physical violence of which he/she is aware. The report should be made to the Mayor or Public Works Supervisor at the above-mentioned contact numbers and addresses.
