The Village Board of Trustees authorizes the Clerk/Treasurer
to be responsible for creating and maintaining social media accounts.
The Village of Bloomfield social media sites are intended for
the purpose of communication between the Village and members of the
public. Village of Bloomfield reserves the right to delete the kinds
of comments noted in the list below. This list is not exhaustive but
represents the types of comments that may be deemed inappropriate.
A. Comments containing vulgar or threatening language.
B. Personal attacks of any kind.
C. Content that promotes, fosters, or perpetuates discrimination on
the basis of race, creed, color, age, religion, gender, marital status,
status with regard to public assistance, national origin, physical
or mental disability or sexual orientation.
D. Comments not relevant to the topic or unintelligible comments.
E. Spam or links to other sites.
F. Conduct or encouragement of illegal activity.
G. Information that may tend to compromise the safety or security of
the public or public systems.
H. Content that violates a legal ownership interest of any other party.
I. Comments that include personally identifiable medical information.
J. Comments that promote particular services, products, or political
organizations or causes.
The Village of Bloomfield Board of Trustees is responsible for
providing the best possible service for the most affordable price.
This requires a balance between maintaining existing data technology,
replacing aging technology, keeping current with new modern technology,
and keeping the operational cost of running the Village affordable
for the residents who live here.
By establishing a relationship between the annual operating
budget and a technology reserve, the Trustees may be able to reduce
the ultimate costs to the residents by spreading the cash outlay over
a period of time. A technology reserve will assist in the maintenance
and replacement of aging technology and software expenses by:
A. Allowing the Trustees to determine the best timing for updating current
computers, laptops, printers, or any new technology items and putting
them on a rotating replacement schedule.
B. Setting some money aside in advance of need so that financial impact
of purchasing or replacements can be lessened in the year of purchase.
C. Prioritizing technology needs so that the most pressing needs are
addressed first to avoid unscheduled emergency replacements.
The Village of Bloomfield should develop a technology equipment
replacement/purchasing plan within the general fund.
A. A general technology plan should be defined and reviewed annually.
B. Trustees will compare annually the plan for purchasing of new technology
equipment and upgraded costs to revenues to pledge funds to the technology
equipment reserve.
C. The limit set forth in the technology equipment reserve shall not
exceed $10,000.
D. A permissive referendum will be required for expending from reserve
fund.
E. Permitted uses of any unobligated or excess reserve funds. In the
event that this reserve has depleted and will not be replenished,
any residue may be used for software expenses related to the equipment.
