[HISTORY: Adopted by the Board of Trustees of the Village of Bloomfield 12-29-1993 (Ch. 68 of the 2016 Code). Amendments noted where applicable.]
To provide a set of guidelines to follow in the event of a drought emergency. These actions that are outlined are guidelines for any drought/water emergency. Any additional actions will be determined by the situation.
In the event of a drought emergency situation, the following action should be taken:
A. 
Opening the interconnection between the Oakmount Avenue Water System and the Michigan Street Water System located at the systems' joint valve on Main Street. This will give both systems and the Town of East Bloomfield Water District adequate connections to one another for the supply of water.
B. 
Increasing monitoring of water levels from once a week to once a day.
C. 
The use of public announcements to both inform and advise the public of water emergency conditions. Use color-coded flags to designate current water conditions at the public notice sign located at the intersection of Main Street and State Route 444, the WWTP and Town Hall as follows:
(1) 
NORMAL: no flag.
(2) 
ALERT: red flag means a limited water advisory prohibiting lawn watering, car washing, etc., during peak demand periods.
(3) 
WARNING: yellow flag means a water usage restriction totally prohibiting unnecessary use.
(4) 
EMERGENCY: black flag means a critical water shortage with severe restrictions and bans on industrial, commercial and fire use, and should include the four stages of the water system status (normal, alert, warning and emergency).
D. 
The use of the water fill station will be discontinued if deemed necessary by the status of the water system. In all emergency instances, the use of the water fill will be restricted or banned, if so warranted.
E. 
Installing a six-tenths-mile interconnecting line between the Village of Bloomfield and the Town of East Bloomfield Water District No. 2 located on State Route 444 at the Village line.
F. 
Restricting or banning the use of the system for fire practices and, if warranted, emergencies to first out -of-Village fires and lastly Village fires.
G. 
All routine flushing will be suspended during any experienced or expected water shortage ("expected" means any drastic drop in water levels indicating a shortage).
H. 
Customers' meters will be checked for accuracy on a biannual basis unless it is determined that a more regular schedule should be implemented.
I. 
Nonessential users will be shut off at the discretion of the Mayor of the Village or Supervisor of the Town and if warranted by the situation. Two written notices will be made prior to the shutoff. This includes factories, offices, schools, etc.
J. 
Large residential water users will be consulted to investigate for a water leak or other situation that uses large quantities of water.
K. 
Repair water leaks as soon as possible after detection.
L. 
Shut off water spigots in Elton Park and the cemeteries.
