In any case where a provision of this chapter is found to be
in conflict with a provision of any ordinance or law of the Village
of Bloomfield or with a provision of any statute, rule, regulation
or order of the State of New York or any of its bureaus, departments
or agencies, the provision which, in the judgment of the Board of
Health, established the higher standard for the promotion of the health,
welfare and safety of the inhabitants and residents of the Village
of Bloomfield shall prevail. In any case where a provision of this
chapter is found to be in conflict with a provision of any other ordinance,
law or code of this Village, existing on the effective date of this
chapter, which established a lower standard for the promotion of the
health, welfare and safety of the residents and inhabitants of the
Village of Bloomfield, the provisions of this chapter shall be deemed
to prevail, and such other ordinance, law or code is hereby repealed
to the extent that it may be found to be in conflict with this chapter.
Each provision of this chapter is severable from the others,
so that if any provision is held to be illegal or invalid for any
reason whatsoever, such illegal or invalid provision shall be severed
from this chapter, which shall nonetheless remain in full force and
effect.
This chapter shall take effect 30 days after its filing in the
office of the Secretary of State.
