No person shall willfully fail or refuse to comply with any
lawful order or direction of a Police Officer or Fire Department Official.

A. Every
person propelling any push cart, riding an animal, or driving any
animal-drawn vehicle upon any street or highway shall be subject to
the provisions of this Title applicable to the driver of any vehicle,
except those provisions of this Title which by their very nature can
have no application.
B. No
person upon roller skates, or riding in or by means of any coaster,
toy vehicle, or similar device, shall go upon any street or highway
except while crossing a street on a crosswalk and when so crossing
such person shall be granted all of the rights and shall be subject
to all of the duties applicable to pedestrians. This Subsection shall
not apply upon any street set aside as a play street as authorized
by the City Traffic Engineer.
C. No
person on roller skates, skateboards, or riding in or by means of
any bicycle, coaster, toy vehicle, or similar device shall go upon
a sidewalk within a business district.

The provisions of this Title shall apply to the driver of any
vehicles owned by or used in the service of the United States Government,
this State, County, or City, and it shall be unlawful for any said
driver to violate any of the provisions of this Title, except as otherwise
permitted in this Title.

A. Upon
the immediate approach, from either behind or from the opposite direction,
of an authorized emergency vehicle making use of audible and visual
signals meeting the requirements of the laws of this State, or of
a Police vehicle making use of an audible signal only, the driver
of every other vehicle shall yield the right-of-way and shall immediately
drive to a position parallel to, and as close as possible to the right-hand
edge or curb of the roadway clear of any intersection and shall stop
and remain in such position until the authorized emergency vehicle
has passed, except when otherwise directed by a Police Officer.
B. Upon
approaching a stationary emergency vehicle displaying lighted red
or red and blue lights or lighted amber or amber and white lights,
the driver of every motor vehicle shall:
1. Reduce speed and yield the right-of-way, if possible with due regard
to safety and traffic conditions, by making a lane change into a lane
not adjacent to that of the stationary vehicle, if on a roadway having
at least four (4) lanes with not less than two (2) lanes proceeding
in the same direction as the approaching vehicle; or
2. On roadways not having at least four (4) lanes with not less than
two (2) lanes proceeding in the same direction as the approaching
vehicle or where changing lanes would be unsafe or impossible, proceed
with due caution and reduce the speed of the vehicle, maintaining
a safe speed for road conditions.
C. This
Section shall not operate to relieve the driver of an authorized emergency
vehicle from the duty to operate the emergency vehicle with due regard
for the safety of all persons using the roadways.

A. A person
shall be deemed to commit the offense of "endangerment of a highway
worker" upon conviction for any of the following when the offense
occurs within a construction zone or work zone:
1. Exceeding the posted speed limit by fifteen (15) miles per hour or
more;
2. Passing in violation of this Traffic Code;
3. Failure to stop for a work zone flagman or failure to obey traffic
control devices erected in the construction zone or work zone for
purposes of controlling the flow of motor vehicles through the zone;
4. Driving through or around a work zone by any lane not clearly designated
to motorists for the flow of traffic through or around the work zone;
5. Physically assaulting, or attempting to assault, or threatening to
assault a highway worker in a construction zone or work zone, with
a motor vehicle or other instrument;
6. Intentionally striking, moving, or altering barrels, barriers, signs,
or other devices erected to control the flow of traffic to protect
workers and motorists in the work zone for a reason other than avoidance
of an obstacle, an emergency, or to protect the health and safety
of an occupant of the motor vehicle or of another person; or
7. Committing any of the following offenses for which points may be
assessed under State law:
a. Leaving the scene of an accident;
b. Careless and imprudent driving;
c. Operating without a valid license;
d. Operating with a suspended or revoked license;
e. Driving while in an intoxicated condition or under the influence
of controlled substances or drugs or driving with an excessive blood
alcohol content;
f. Any felony involving the use of a motor vehicle.
B. Except for the offense established under Subsection
(A)(6) of this Section, no person shall be deemed to commit the offense of endangerment of a highway worker except when the act or omission constituting the offense occurred when one (1) or more highway workers were in the construction zone or work zone.
C. No person shall be cited or convicted for endangerment of a highway worker for any act or omission otherwise constituting an offense under Subsection
(A) of this Section, if such act or omission resulted in whole or in part from mechanical failure of the person's vehicle or from the negligence of another person or a highway worker.

A. A person commits the offense of leaving the scene of an accident
when: (1) being the operator of a vehicle or a vessel involved in
an accident resulting in injury or death to any person or damage to
property of another person; and (2) having knowledge of such accident
he or she leaves the place of the injury, death, damage, or accident
without stopping and giving the following information to the injured
party or property owner or a law enforcement officer, or if no law
enforcement officer is in the vicinity then to the nearest law enforcement
agency: (a) his or her name; (b) his or her complete residence address;
(c) the registration or license number of his or her vehicle or vessel;
and (d) his or her operator's license number if any.
B. For the purposes of this Section, all Peace Officers shall have jurisdiction,
when invited by an injured person, to enter the premises of any such
privately owned parking lot or parking facility for the purpose of
investigating an accident and performing all necessary duties regarding
such accident.
