These bylaws and the repeal of all bylaws heretofore in force
shall not affect any act done, any right accrued, any penalty or liability
incurred, or any suit, prosecution or proceeding pending at the time
they take effect.
All bylaws heretofore in force shall be repealed at the time
these bylaws shall become effective, after approval by the Attorney
General as required by statute.
