A. 
There shall be a Capital Budget Committee composed of one member of the Town Advisory Committee, appointed by and from it, and two members to be appointed by the Town Moderator. They shall be appointed for staggered three-year terms.
B. 
Any vacancies occurring shall be filled in the manner of the original appointment and the term shall be for the remainder of the original appointee's term.
The Committee shall consider all matters relating to proposed expenditures of money for capital improvements and may make recommendations to the Town and all Town boards, officers and committees with reference to such expenditures, and may hold hearings if the Committee so desires.

The various Town boards, officers and committees charged with the expenditure of Town money shall, before December 1 of each year, prepare and file with the Committee detailed estimates of the amounts deemed by them advisable for the Town to expend for capital projects annually for a period of six years, together with explanatory statements providing such additional information about each proposed capital project as reasonably may be requested by the Committee.

The Committee shall make a report annually of the matters so considered by it, with recommendations or suggestions relative thereto. Said report shall appear in the report of the Advisory Committee to the Annual Town Meeting and in the Annual Town Report.

For the purpose of this bylaw, a "capital improvement or project" shall be a physical betterment or item of equipment having a useful life, of at least five years, and a cost of $25,000 or more.
