The purpose of this chapter is to allow meaningful dialogues
of community problems of community concern.
In all even ending years the Town shall hold open public meetings
in each of the nine precincts of the Town for the purpose of hearing
community concerns and communicating executive and legislative policy
and initiatives through a panel. If a meeting space is not available
in the precinct it shall be in a location as close to the precinct
as possible.
The Office of the Mayor shall send notice by postcard to every
household in the precinct as established by the last municipal census
with the time place and location of the meeting no less than 21 days
in advance of the meeting. All precinct meetings shall be posted as
open public meetings.
The Mayor shall schedule the date, time and location of the
meeting after consultation with the Precinct Councilors.
The panel listening and answering questions shall consist of
the following: the Precinct Councilor, one to four at-large Councilors
as available, the Mayor or designee, the Chief of Police or designee,
the Fire Chief or designee, the Department of Public Works Chief or
designee, a member of the finance team selected by the Mayor, a member
of the economic development team as selected by the Mayor, one or
more representatives of the Human Services Departments chosen by the
Mayor, one or more members of the Inspections Departments as chosen
by the Mayor, and the Superintendent of Schools or designee. Such
panel shall be run by the Mayor or designee. The Mayor shall by electronic
means send invitations to each precinct meeting to the chairs of every
multiple-member body of the Town of Greenfield, who may, but shall
not be required, to attend or send a designee.
Nothing in the chapter shall prohibit the Mayor or Councilors
from hosting additional meetings at any time.
