For the purposes of this article, the following
words and phrases shall have the meanings respectively ascribed to
them by this section:
Residue from the burning of solid fuel, and including soot.
Fixtures, furniture, screens, storm windows, mattresses,
box springs, carpeting, and other waste of a similar nature and kind,
not including, however, tree stumps, old and discarded automobiles
or major parts thereof, building materials, dirt, stones and rocks,
hazardous materials, and any other items the aggregate weight of which
exceeds 100 pounds.

A watertight metal or plastic waste can with a tight-fitting
cover, a plastic disposal bag of no less than three mills thickness,
suitably tied, a kraft paper disposable bag of 100 pounds wet strength
or any other receptacle as may be approved from time to time by the
rules and regulations promulgated under this article.
The area within three feet of the existing curbline of a
public street abutting the premises to be served.
Any accumulation of animal, fruit or vegetable waste matter
resulting from the use, storage or consumption of food.
Weather or environmental conditions along the collection
route, including premises served by the Village of Ridgewood Division
of Solid Waste Control, that can result in injury to Village employees.
The Village Manager, Director of Operations, Supervisor of Operations,
Supervisor of Sanitation, or the Director of Public Works or their
designees shall make the determination if and when hazardous collection
conditions exist and collection efforts shall be suspended.

Any person engaged in the business of waste collection and
disposal.
Wastepaper, cans, bottles, crockery, glass, glassware, rags,
cartons, boxes, crates and any other ordinary waste, excluding recyclables.

All refuse, and shall also include but not be limited to
garbage, ashes, yard waste, bulk refuse, rubbish, litter and dead
animals, excluding, however, organic human waste or parts and recyclables.

Lawn and garden refuse, grass and hedge clippings, weeds
and shrubbery resulting from normal maintenance of lawns, gardens
and grounds.

A.
Garbage and rubbish shall be stored in and collected
from watertight metal or plastic waste cans not to exceed 32 gallons
in capacity and 80 pounds in gross weight.
B.
Yard waste shall be stored in and collected from watertight
metal or plastic waste cans not to exceed 32 gallons in capacity and
80 pounds in gross weight or in biodegradable paper bags of a minimum
of 100 pounds wet strength, suitably sealed, which shall be collected
with the contents thereof.
C.
Loose bulk refuse shall be placed out in disposal
containers. The containers shall be suitable so that materials will
not spill or overflow in the course of pickup.
D.
It shall be unlawful for any residential or commercial
property owner, occupant or lessee to permit open or overflowing waste
disposal bins on his or her property.
E.
Carpet
shall be cut into four-foot lengths, rolled, and securely taped or
tied into bundles of 12 inches or less in height.
F.
All mattresses,
regardless of fabrication or size, must be contained in plastic mattress
disposal bags prior to curbside set out.
G.
Bulk refuse
shall be limited in quantity to seven items maximum. When an item
has been dismantled for pickup it still counts as one item. When loose
materials are placed in disposable containers for pickup (such as
bags), each disposable container counts as one item. Bulk refuse items
should be separated from ferrous and nonferrous metals, stoves, refrigerators,
freezers, washing machines, dryers, dishwashers, air conditioners,
microwaves, tires, and lead-acid batteries, which are all recycled
and not included in the item count.

No waste shall be stored in or collected from
containers which are rusted or damaged to the extent they are not
water-, fly-, or rodent tight.

All vehicles and receptacles mentioned in this
article shall be available for inspection by the Sanitarian at all
reasonable hours.

A.
The Village
of Ridgewood Division of Solid Waste Control shall collect solid waste
from designated premises in the Village. The Village Manager is authorized
and empowered to adopt rules and regulations from time to time in
the interest of the public health, safety and welfare governing collection
procedures and the manner, time and location of the placement for
collection. Any such rule or regulation shall become effective after
publication once in a newspaper circulating in the Village, and all
rules and regulations shall be kept in the office of the Village Clerk
for examination by the public during regular business hours.
B.
In the
event hazardous collection conditions exist along a collection route,
as determined by the Village Manager, Director of Operations, Supervisor
of Operations, Supervisor of Sanitation, or the Director of Public
Works, or their designees, the Village shall suspend collection of
solid waste and recyclables on all or part of that route until such
time the hazardous collection conditions have been fully ameliorated
so as to not cause injury to Village employees.
C.
Collection
routes that have all or part of their service suspended due to hazardous
collection conditions shall have those materials picked up on the
next scheduled collection date.
D.
In the
event unfavorable collection conditions exist along a collection route,
as determined by the Village Manager, Director of Operations, Supervisor
of Operations, Supervisor of Sanitation, or the Director of Public
Works, or their designees, the Village may require residents to bring
garbage and rubbish containers to the end of their driveways, until
such time that such unfavorable collection conditions have been fully
ameliorated.

Garbage and rubbish containers shall not be placed at the curb
prior to 5:00 p.m. on the night before scheduled collection or after
6:00 a.m. on the date of scheduled collection. By 11:59 p.m. on the
day of collection, all containers must be removed from the curbside.
A.
Any person engaged as a private waste collection contractor
in the Village shall, prior to commencing service, file a statement
with the Village Clerk setting forth his name and address and telephone
number of his office for transaction of business, together with the
serial number and dates of expiration of all licenses, permits, certificates
of authority or public convenience and registration approvals as may
be required by law.
B.
No private contractor shall render any service in
the Village unless all equipment to be used for collection shall be
equipped with covered watertight metal bodies constructed in a manner
so as to eliminate spillage and unnecessary noise; provided, however,
that this provision shall not apply to any vehicle engaged exclusively
in the collection of corrugated or waste paper.
