This Board may prescribe rules and regulations regarding the
working conditions of people employed in industries, factories, shops,
or plants whenever, in the opinion of the Board, conditions exist
which are or may be a causative factor towards the contraction of
a communicable disease, occupational disease or occupational infection,
and whenever such conditions are, in the opinion of the Board, deemed
detrimental to public health or the health of the persons employed
in said respective places.
