Every person, firm or corporation, before placing or installing
any automatic device for dispensing any food or beverage, with the
exception of individually wrapped or packaged chewing gum, shall procure
a license for each and every such device or fixture and shall pay
a fee of $5 if and when this license is granted; and no license shall
be wanted if, in the opinion of the Board, the said device or fixture
cannot be readily cleaned, refilled and operated in a sanitary manner.
