No person shall throw, sweep or deposit any
litter, paper, can, glass, dirt, leaves, filth or other noxious matter
into the streets or gutters of the Village.

Every owner, superintendent, lessee, occupant,
tenant or other person exercising supervision and control of the operation
of business, commercial or manufacturing property abutting on any
sidewalk shall sweep, take up, remove and place securely into receptacles
all litter, paper, cans, glass, dirt, filth and other noxious matter
from the sidewalks or the street adjacent to same along the curbline,
as well as the rear and side areas abutting such property and from
the entrances to their premises, each day prior to 10:00 a.m., except
Sundays and legal holidays. Sidewalks, entrances and the street adjacent
to same along the curbline to business premises which are open for
business on Sundays or legal holidays shall be cleared of litter within
1/2 hour after opening.
Before 10:00 a.m. of each day that the premises
are open for business, every owner, superintendent, lessee, occupant,
tenant or other person exercising supervision and control of the operation
of any property maintaining a parking area or driving area for motor
vehicles shall remove all litter, paper, cans, glass, dirt, filth
and other noxious matter from said parking area and planters located
in or adjacent to said parking areas. By way of enumeration, and not
by way of limitation, the provisions of this section are applicable
to shopping centers, supermarkets, gasoline service stations, automotive
repair stations, diners, restaurants, apartment house parking areas
and all other commercial and industrial establishments.

Any person or corporation committing an offense
against any of the provisions of this article shall be guilty of a
violation and, upon conviction thereof, shall be subject to a fine
of not less than $250 and not more than $2,000 for the first offense
in a twenty-four-month period, not less than $500 and not more than
$2,000 for the second offense in a twenty-four-month period, not less
than $750 and not more than $2,000 for the third offense in a twenty-four-month
period, and not less than $1,000 and not more than $2,000 for the
fourth and subsequent offenses in a twenty-four-month period, or to
imprisonment for a term not exceeding 15 days, or both. The twenty-four-month
period shall commence on the date of the initial violation. Every
violation of this article shall be a separate and distinct offense,
and in the case of continued violation, every day's continuance thereof
shall be deemed to be a separate and distinct offense. A violation
of this article shall constitute disorderly conduct.
