A.
These specifications are set forth for the guidance
of those designing and/or constructing sanitary sewers within the
Village of Ardsley. All sanitary sewers shall comply with the requirements
of the New York State Department of Health and the Westchester County
Department of Health.
B.
It is intended that these specifications shall be
used in conjunction with the standard details of materials and construction
available from the village officers. It is further intended that these
specifications and the standard details shall be supplemental to each
other.
The Village of Ardsley reserves the right to
amend or revise these specifications and standard details at any time
in the interest of maintaining adequate standards of performance or
to agree with new or revised sewerage practices.
Design drawings for all proposed sanitary sewers
shall be prepared by and bear the seal of a professional engineer
licensed in the State of New York. Drawings shall indicate all pipe
sizes and locations, kind and class of pipe, slopes and runs, manholes,
connections to existing sewers and all other appurtenances, together
with all necessary details pertaining thereto.
In general, sanitary sewers shall be located
in the centers of the street rights-of-way and shall be low enough
to provide for basement fixtures of the houses to be serviced. In
no case shall sanitary sewers have less than six feet of cover unless
approved in writing by the Village Superintendent of Buildings. Sewer
designs shall comply with all requirements of the New York State Department
of Health.
Drawings shall be approved by the Village of
Ardsley and the New York State Department of Health before commencement
of work.
Prescribed fees shall be paid and permits issued
prior to the start of work.[1]
Installation of all sanitary sewers shall be
supervised by a licensed professional engineer of the State of New
York. In the case of private work (subdivisions, developments, etc.),
such engineer shall be employed at the full expense of the owner.
Upon completion of the work, said engineer shall file with the Village
of Ardsley a certificate stating that the work was performed under
his general supervision and that it was performed in proper workmanlike
manner in accordance with these specifications and the terms of approval
by the public bodies having jurisdiction.
All work shall be done in compliance with all
applicable local laws and ordinances, such as street openings, connections
to existing facilities, etc. In all cases, work shall be performed
as directed by and subject to the approval of the Village Manager
or his designated representative.
All materials for the construction of sanitary
sewers shall be as hereinafter specified or as shown on the approved
design drawings:
A.
Pipe shall be Class 2400 or heavier asbestos-cement,
conforming to the latest requirements of Federal Specifications S.S.-P-331A,
with collar-type joints, and gaskets of natural rubber, or where necessary,
oil-resistant rubber or vinyl plastic. For special conditions, where
shown on standard details or on approved design drawings, Class 150
or heavier cast-iron bell-and-spigot pipe shall be used. Joints in
cast-iron pipe shall be leaded and caulked. The use of one of the
standard gasket types of cast-iron pipe will be permitted upon written
authority from the Engineer or Village Manager.
B.
Sewer house connections shall be asbestos-cement building
sewer pipe or cast-iron soil pipe as directed by the Village Manager.
The minimum size for house connections shall be four inches in diameter.
C.
Fittings shall be as shown on standard details or
on approved design drawings. Fittings for house connections shall
be Y-branch fittings of the same material as the sewer main and of
corresponding weight and class or heavier.
D.
All pipe and fittings shall be legibly marked by the
manufacturer to identify the class. Any pipe, fittings or appurtenances
not so marked will be rejected and shall be replaced at no expense
to the village. The contractor or developer shall furnish to the village,
manufacturer's certification in writing of the strength, quality and
test data of all pipe.
E.
Iron castings shall be of best quality close-grained
gray cast iron conforming to the requirements of ASTM Designation
A48, Class 20, of the designs shown on the standard details.
F.
Cement shall be portland cement conforming to the
latest specifications of the American Society for Testing and Materials.
G.
Sand for use in mortar and concrete shall conform
to the requirements of Paragraph M-3 for Fine Aggregates of the Public
Works Specifications of January 2, 1957, of the New York State Department
of Public Works.
H.
Coarse aggregates for concrete shall conform to the
requirements of Paragraph M-4 of the Public Works Specifications of
January 2, 1957, of the State of New York.
I.
Water for concrete and mortar shall be clear, clean
and pure and of drinking water quality.
J.
Common brick shall comply with the requirements of
the Standard Specifications for Building Brick, ASTM Designation C62,
Grade S.W. Concrete block shall comply with the requirements of the
Standard Specifications for Concrete Masonry Units for Construction
of Catch Basins and Manholes, ASTM Designation C139.
K.
All subsequent
extensions to the Shady Road Sewer Extension which require pumping
shall conform and follow the design of Hudson Engineering & Consulting,
P.C. dated June 5, 2020, last revised June 19, 2022, and any amendments
thereto as required by and approved by Westchester County Department
of Health, including force main, service connection valves and pump
design requirements.

A.
Trenches.
(1)
Trenches shall be excavated in such manner that the
pipe is supported throughout its entire length.
(2)
Trenches in earth shall be shored and braced where
such precaution is deemed necessary in the opinion of the Village
Manager.
(3)
Trenches in rock shall be excavated to a depth of
at least six inches below the bottom of the pipe. The trench will
then be brought to the desired grade by backfilling with earth and
tamping, prior to the laying of pipe. Where blasting is required it
shall be carefully done by licensed blasters, using blasting mats
or other protective devices to prevent damage or injury. All local
and state ordinances relating to blasting shall be complied with.

Where groundwater conditions make it advisable in
the opinion of the Village Manager, suitable pipe underdrains shall
be installed as directed. In unstable or unsuitable soils, a layer
of crushed stone shall be installed in the trench bottom to provide
a bedding for the pipe, to the depth and in locations as directed
by the Village Manager.
B.
Backfilling around pipe shall be done in strict accordance
with the manufacturer's instructions. Space between the sides of the
trench and the pipe and beneath the pipe shall be filled with clean
earth or sand, hand-placed and carefully rammed in place. Filling
in this manner and with the same material shall continue in six-inch
layers until the pipe has been covered to a depth of two feet. The
remainder of the backfill shall be earth, sand or rock dust containing
no frozen earth nor more than 1/3 broken stone or rock. No stone or
rock shall exceed 1/2 cubic foot in size. Backfilling shall not be
completed until the required tests have been made. The hand-placed
fill may be installed prior to testing, provided that the pipe joints
are left open for inspection during conduct of the tests.
A.
Leakage tests.
(1)
Leakage pressure tests shall be performed on all sanitary
sewers installed in or for the Village of Ardsley.
(2)
The procedure for testing shall be to install a six-foot
vertical standpipe on the upper end of the panel under test, plug
the lower end and fill the section with water to the height of the
top of the standpipe, making sure all air in the system has been evacuated.
Leakage in the panel shall be determined by measuring the drop in
the water level in the standpipe over a 24 hour period. Leakage shall
not exceed 150 gallons of water per inch of pipe diameter per mile
of pipe per 24 hours.
(3)
Leakage tests shall be performed under the supervision
of and to the satisfaction of the Village Manager.
B.
Light test. All sewer mains shall be laid straight
and true so that a light can be seen from manhole to manhole. Projections
or obstructions showing in such tests will not be accepted.
A.
Manholes. The maximum distance between manholes will
be 300 feet.
B.
Cleanouts. House connections and laterals must have
a cleanout if over 75 feet long. The location of these cleanout caps
must be filed with the Building Department before filing for a certificate
of occupancy.
C.
Lateral connections. All connections to a trunk sewer
main must be made at or above the horizontal center line of the main
pipe.
