In laying drain pipe special care shall be taken
to ensure watertight construction to prevent infiltration. Any indication
of leakage or possible infiltration shall be sufficient basis for
the Superintendent's disapproving the connection and requiring reconstruction.
In laying drain pipe connected to the municipal
sewer system the trench shall be executed along the line and to the
exact depth required. The minimum allowable grade or slope for house
drains shall not be less than 1/8 inch per lineal foot of drain. Whenever
possible a greater grade shall be maintained. The trench shall be
of sufficient width to provide ample room for proper installation.
Bell holes shall be dug beneath each joint and the pipe allowed to
rest along its entire length on the bottom of the trench. The trench
must be kept dry by pumping, if necessary. No trench shall be backfilled
or the pipe in the same covered from view in any manner until inspected
and approved by the Superintendent.
After the pipe has been laid, the trench shall
be backfilled by placing loose, selected fill material, free from
large stones, brickbats, debris, etc., under the sides of the pipe
around and up to a distance of one foot from the bottom of the trench;
thoroughly tamping the same in not less than six inches layers. From
this point to the top of the trench, the fill material shall be placed
in maximum eight inches loose layers and each layer compacted to 95%
of ASTM D 698.
The applicant shall determine from the Superintendent
the distances and dimensions for locating the existing house connection.
The applicant shall make this connection only at such point unless
by special approval of the Superintendent. Connection to the town
system shall be in accordance with the Town of Georgetown standards
and the requirements of the Superintendent.
Cleanouts along the building sewer lateral shall
be placed at the right-of-way line, at each bend in the lateral and
at a minimum spacing along the lateral of 100 feet or as required
by the local plumbing code.
It shall be unlawful for any person, firm or
corporation to cut, break into, excavate or open the streets, avenues
or highways of the Town of Georgetown, or any portion thereof, for
the purposes of connecting a house drain to the sewer system without
obtaining permits and approval from the Town of Georgetown.
Every drainage fixture to be connected to the
sewer shall be sealed with a proper trap to prevent the escape of
sewer gases into the premises. No connection shall be made to the
sewers until the Building Inspector has determined that proper traps
are installed. No trap shall be of smaller size than the size required
for the fixture to which it is connected. Traps shall not be placed
at the foot of any soil or waste stack.
In every existing building not already supplied
and in every building hereinafter erected where interior fixtures
are connected directly with the drainage system, there shall be a
main vertical soil or vent pipe which shall be not less than four
inches in diameter.

A grease trap shall be installed in the waste
line leading from sinks, drains or other fixtures in restaurants,
hotel kitchens or bars, factory cafeterias or restaurants, clubs or
establishments where grease can be introduced into the drainage system
in quantities that can affect line stoppage or hinder sewage disposal.
The size, type and location of each grease trap shall be approved
by the Superintendent, and no waste other than those requiring treatment
or separation shall be discharged into any lateral where a grease
trap exists. No grease trap shall hereinafter be installed which does
not comply in all respects with the type or model of each size thereof
approved by the Superintendent. No grease trap shall be approved until
it has successfully passed the testing and rating procedure established
by the Superintendent. Grease traps shall be maintained by the owner
of the restaurant or business, at his expense in continuously efficient
operating condition by periodic removal of accumulated grease. (A
grease trap shall not be required for individual dwelling units or
any private living quarters.)

A. The owners shall be responsible for the proper removal
and disposal, by appropriate means, of the collected grease material
and shall maintain logs, which are subject to review by the appropriate
state regulatory agency, Town Manager or his designee.
B. A grease trap cleaning/maintenance log indicating
each pumping for the previous 24 months shall be maintained by each
restaurant, hotel kitchen or bar, factory cafeteria or restaurant,
club or establishment. This log shall include the date, time, amount
pumped, hauler, and disposal site and shall be kept in a conspicuous
location for inspection. Said log shall be made available to the Town
Manager or his representative upon request.
C. Submittal of records.
(1)
Each user shall submit all cleaning and maintenance
records to the wastewater treatment facility. The maintenance records
shall include the following information:
(a)
Facility name, address, contact person, and
phone number.
(b)
Company name, address, phone number, and contact
name of person responsible for performing the maintenance, cleaning,
pumping, or repair of grease trap.
(c)
Types of maintenance performed.
(d)
Dates maintenance was performed.
(e)
Date of next scheduled maintenance.
(2)
The user shall be required to submit maintenance
records to the wastewater treatment facility on a biannual basis (twice
per year). Records shall be submitted by March 1 and September 1 of
each year. The records shall be submitted to:

D. No person shall dispose of the collected grease waste
in the Town's sewer, water or refuse systems. Any removal and hauling
of the collected grease not performed by the owner or the owner's
employees must be disposed of by a currently licensed waste disposal
firm.
E. All collected grease waste shall be kept and stored
in steel or plastic leakproof drums. Disagreeable odors caused by
said storage of collected grease waste shall require deodorants to
combat said offensive odors.

A. Any person in violation of any of the provisions of §
176-31 shall become liable to the Town of Georgetown for any expense, loss or damage related to service calls for sewer line blockages, line cleaning, line and pump repairs, etc., including all labor, materials, and equipment. Failure to pay all service-related charges may also be grounds for sewer service discontinuance.
B. The Town Manager or his designee shall send a written
notice to the establishment, either by U.S. Mail or hand delivery,
which specifies the violation involved and which states that if the
violation is not corrected within seven days from the date of said
notice, that it shall be in violation of the article and subject to
all fines.
C. Any person violating any of the provisions of §§
176-31, 173-31.1 or
176-31.2 shall be subject to a written warning for the first violation, a penalty of $500 for the second violation, a penalty of $1,000 for the third violation, and a penalty of $2,000 for the fourth violation within a two-year period. Consistent violations will result in a five-hundred-dollar-increase in penalties and will result in termination of sewer service.
