The surface course shall consist of one of the
following bituminous treatments:
A. A four-inch asphalt concrete pavement placed in two
courses. Asphalt concrete materials and construction materials shall
comply with New York State Department of Transportation (NYSDOT) specifications
for bituminous elements, Section 400.
(1) Primer: Type MC-O-NYSDOT Section No. 407.
(2) Two-and-one-half-inch binder: Type 3 - NYSDOT Section
No. 403.13.
(3) One-and-one-half-inch top: Type 6 - NYSDOT Section
No. 403.17.
B. On road surfaces having a slope greater than 8%,
the road shall be as follows:

(1) Primer: Type MC-O-NYSDOT Section No. 407.
(2) One-and-one-half-inch binder: Type 3 - NYSDOT Section
No. 403.13.
(3) One-and-one-half-inch top: Type 6 - NYSDOT Section
No. 403.17.
(4) Single-course bituminous surface treatment: according
to the requirements of Section 410 of the New York State Department
of Transportation Specification, Subsection 410-3.02, using the upper
limits of material quantities.
C. An alternate to the two-and-one-half-inch binder Type
3 may be substituted upon approval of the Town Engineer. The alternate
shall be 2 1/2 inches of cold bituminous material which shall conform
to the requirements of NYSDOT Section 405. The aggregates shall conform
to NYSDOT Sections 703.01 and 703.02.
Shoulders shall be constructed in accordance
with the requirements for the gravel subbase course.
