It shall be unlawful for any person to spill or distribute any gasoline, kerosene or other gaseous or volatile oil or liquid or any liquid or material injurious to the pavement upon or over any public street in the City.
It shall be unlawful for any person to sprinkle, spill or distribute any water upon or over any public street in the City without a permit so to do in writing issued by the Board or by the Superintendent of Public Works, and provided that all rules of the Board of Water Commissioners shall be complied with in all respects.
Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor.
This article shall be published twice in each of the papers of the City and shall take effect immediately after such publication.
