Traffic control signals shall be installed, maintained and operated at the intersections and locations described in Schedule I.
Pedestrian-control ("walk" and "don't walk") signals shall be installed at the locations described in Schedule II, in accordance with the provisions of § 1112 of the Vehicle and Traffic Law.
Vehicular traffic facing a steady red signal is hereby prohibited to turn right, after stopping, as indicated, at the intersections and locations described in Schedule III, § 390-86A and B; in accordance with the provisions of Subdivision (d)2 of § 1111 of the Vehicle and Traffic Law.
A. 
"Stop here on red" signs shall be erected at the intersections described in Schedule IV.
B. 
The driver of a vehicle approaching the stop and go signal lights displayed at the named intersections shall stop said vehicle at the point indicated by the "stop here on red" sign and the stop line displayed at said point in accordance with the New York State Department of Transportation Manual, §§ 212.7 and 261.7.
The streets or highways, or part thereof, described in Schedule V are hereby designated as one-way streets.
The turning of vehicles is hereby prohibited as indicated at the intersections and locations described in Schedule VI during the hours designated in said schedule.
The turning of vehicles so as to proceed in the opposite direction (otherwise known as a U-turn) is hereby prohibited in the locations described in Schedule VII.
The intersections described in Schedule IX are hereby designated as stop intersections and stop signs shall be erected as indicated.
The intersections described in Schedule X are hereby designated as yield intersections and yield signs shall be erected as indicated.
Flashing red (stop) and flashing amber (caution) signals shall be installed at the intersections described in Schedule XI.
A. 
Speed limits generally. Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along streets and highways within the City, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule XII, Speed Limits, § 390-95 in this Part 2, and except that the maximum speed limit for certain streets which are a part of the state highway system shall be as established by the State Department of Transportation.
B. 
School speed limits.
(1) 
Maximum speed limits at which vehicles may proceed along highways and streets or parts thereof adjacent to school buildings within the City are hereby established as described in Schedule XIII during the hours indicated.
(2) 
Notwithstanding the above provision, the Chief of Police shall have the power to designate the following specified places for speeds of 10 to 15 miles per hour by posting signs with the speed limit stated thereon, which signs shall govern only the particular places designated:
(a) 
At schools or other educational institutions, between the period of one hour before the opening of such schools or institutions and one hour after the closing of such schools or institutions.
(b) 
At any place at which, in his judgment, because of slippery pavement or other hazards, speeds should be reduced. At such points, he may post a sign with the word "slow," "caution" or "danger" with the speed permitted.
C. 
Maximum speed limits at which vehicles may proceed along highways and streets or parts thereof adjacent to child-care centers within the City of Kingston are hereby established at 15 miles per hour from 7:00 a.m. to 6:00 p.m. to be permissible for child-care centers upon their filing an application with the City Engineer and once approved designated signage be erected.

A. 
Applicability. This section shall apply to all motor vehicles as defined in Article I of the Vehicle and Traffic Law of the State of New York not currently regulated under New York State Code of Rules and Regulations Subpart 217-3, Idling Prohibition for Heavy Duty Vehicles.[1]

B. 
Prohibitions. No person shall allow, cause, or permit the engine of any motor vehicle to run for more than 10 consecutive minutes while parking, standing, or stopping in the City of Kingston, as those terms are defined in New York State Vehicle and Traffic Law.
C. 
Exceptions. The prohibitions of Subsection B shall not be applicable when:
(1) 
A vehicle is forced to remain motionless because of traffic conditions over which the operator has no control.
(2) 
Fire, police, ambulance, or public utility vehicles are performing emergency services.
(3) 
A vehicle engine is required to provide power for a necessary auxiliary function, such as loading, discharging, mixing or processing cargo; controlling cargo temperature; running equipment; construction; lumbering; licensing service; or when operation of the engine is required for maintenance.
(4) 
The weather conditions are as follows:
(a) 
A snow emergency is declared in the City of Kingston.
(b) 
A heat advisory is declared in the City of Kingston.
(c) 
The ambient temperature in the City of Kingston is continuously below 25° F. (-4° C.) for a period exceeding two hours.
