Potable water. Water made available at taps
for private or public consumption or piped within a building shall
be secured only from the public water-supply system of the City of
Kingston, except where such public water supply is not reasonably
available, or where supplies from other sources are to be used for
industrial purposes. In cases where the public water-supply system
is not reasonably available, and where another supply is proposed
for domestic or industrial use, such supply cannot be made available
without written permission from the Ulster County Department of Health.
Such permission shall be given by the Department of Health only upon
written application. This application shall stipulate in detail, with
diagrams if required, the connections proposed and the use to which
the water supply is put. Application for water service from the public
water supply of the City of Kingston shall be made to the Kingston
Water Department.
Cross-connections. The City of Kingston water
supply and/or any supply to be utilized for human consumption or available
for consumption shall be distributed through systems entirely independent
of any industrial supply from other sources or nonpotable supply is
prohibited. Any connection made between the City of Kingston water
supply and any private potable systems shall be acceptable only if
the Water Department agrees to accept responsibility for supervision
as provided in the regulations of Chapter V of the New York State
Sanitary Code.
Wherever possible, water-service and house sewer
pipes should be laid in separate trenches. Where they must be laid
in the same trench, the water pipe shall be laid on a bench or on
solidly tamped backfill at least 12 inches above the top of the sewer
pipe and at least three feet center to center between the water pipe
and sewer pipe. All water service piping shall be subject to inspection
and approval by the Plumbing Inspector and/or the Superintendent of
the Kingston Water Department.
A. Every potable water outlet shall be protected from
backflow, preferably by having the outlet end from which the water
flows spaced a distance from the flood-level rim of the receptacle
into which the water flows sufficient to provide an approved air gap.
Where it is not possible to provide an air gap, then fixture shall
be equipped with an accessibly located backflow preventer, complying
with "American Standard Backflow Preventers in Plumbing Systems" (ASA
A40.6), installed between the control valve and the fixture or outlet.
B. Where it is not possible to provide an air gap or
backflow preventer, as may be the case in connections to cooling jackets,
condensers or other industrial or special appliances, then the Plumbing
Inspector shall require a separate tank supply or such other means
of protection as may be practicable and desirable.
All water pumps, tanks, wells, filters, softeners
and similar appliances and devices shall be protected from superficial
ground or surface water and other contamination by approved covers,
wants, copings or casings. Where pumps take suction from pipes directly
connected to the water mains of the City of Kingston, this connection
must be approved by the Department of Health after review and approval
by the Superintendent of the Kingston Water Department.
All nonpressure potable-water-supply tanks shall
be properly covered to prevent entrance of foreign material into the
water supply. Soil or waste lines shall not be permitted to pass directly
over such tanks or manholes in pressure tanks.
All water pipes, tanks, appliances and devices
subject to freezing temperatures shall be effectively protected against
freezing. All water-service pipes shall be laid in accordance with
the permanent Rules and Regulations of the Kingston Water Department.
Water-distributing pipe, tube and fittings.
Material for water-distributing pipes and tubing shall be of brass,
copper, lead, cast iron, wrought iron, open-hearth iron or steel,
with appropriate approved fittings. All threaded ferrous pipe and
fittings shall be galvanized or cement-lined. When used underground
in corrosive soil, all ferrous pipe and fittings shall be coal-tar-enamel-coated.
From the Kingston public water mains to the curb, the service line
shall be Type K copper tube or 3 A, lead. The curb stop and connection
on the street main shall be as approved by the City of Kingston Water
Department.
Water service. The water-service pipe from the
street main to the water-distribution system for the building shall
be of sufficient size to furnish an adequate flow of water to meet
the requirements of the building at peak demand, and in no case shall
be less than the tap at main and three-fourths-inch service.
A main shutoff valve on the water-service pipe
shall be provided near the curb, and also an accessible shutoff valve
with a drip shall be provided on the inner side of the foundation
wall. Supply lines taken from pressure or gravity tanks shall be valved
at or near their source. A swing check valve must be installed on
the house side of the water meter.
Separate stopcocks or valves, always accessible,
shall be placed at the foot of each riser line, and, in multiple dwellings
or commercial buildings, for each individual fixture or group of fixtures
controlled by each tenant.
All water pipes shall be so graded or pitched
that the entire system or parts thereof can be drained. The formation
of traps or sags shall be avoided where possible. When unavoidable,
such sags or traps, or inverts, shall have provisions for complete
draining.
Overflow pipes for gravity tanks shall discharge
above and within six inches of a roof or catch basin, or they shall
discharge over an open, water-supplied sink. Adequate overflow pipes
shall be provided and in no case shall such overflows be connected
directly to any drainage system.
Where recirculating pumps are used in a hot-water
beating system, consideration must be given to differential pressures
developing between the cold-water system and the heating system. When
necessary, in the judgment of the Plumbing Inspector, check valves
will be required on the cold-water make-up line.
An approved temperature-relief valve conforming
to the requirements of "American Standard Listing Requirements for
Relief and Automatic Gas Shut-Off Valves for use on Water Heating
Systems" (ASA Z21.22) shall be installed on the hot-water storage
tank to prevent the storage of hot water at a higher temperature than
boiling point at atmospheric pressure.
Combination pressure-and-temperature-relief
valves or separate pressure-and-temperature-relief valves, which have
been tested and approved by, or meet the specifications of, the American
Gas Association or the National Board of Casualty and Surety Underwriters,
shall be considered acceptable.
A vacuum valve or other approved device must
be installed in the cold-water-supply piping near the point where
it connects into a domestic hot-water tank.
Check valves shall not be installed anywhere
in the cold-water-supply pipe leading to a domestic hot-water heating
system unless a suitable pressure-relief valve is also installed.
If the relief outlets of pressure, temperature
or other relief valves or flushing connections are carried to the
drainage system, such piping shall not be connected directly to the
drainage system but shall be connected as an indirect waste.
No department, officer or employee of the city
having charge or jurisdiction of the city's water mains and/or sewers,
either within or without the territorial limits of the city, shall
issue a permit for sewer or water connection to any person, firm,
association or corporation unless such person, firm, association or
corporation is a registered licensed plumber and is the holder of
a certificate of competency issued by the Examining Board of Plumbers
of the City of Kingston, New York.
No one other than a registered licensed Master
Plumber shall install the primary city water supply to water heaters
and domestic water heating. This includes automatic or nonautomatic,
instantaneous or tank type water heaters regardless of the type of
fuel used to operate such heaters. This also includes tank- or tankless-type
water heaters or coils that are connected directly or indirectly with
heating systems or any other apparatus or device that heats domestic
hot water and receives its supply from the Kingston city water system.
All water heaters and domestic water heating come under the provisions
of the term "plumbing system" and must have the approval of the Plumbing
Inspector before installation is undertaken. All automatic water heaters
shall have a T.P. relief valve installed. No relief valve shall be
connected directly to any house drain, sewer, soil, waste or vent
pipe.
