Responsibility for payment. 

Under the provisions of Act 31, political subdivisions are permitted participation in purchasing under contracts in effect between certain contractors and the Commonwealth of Pennsylvania, Department of Property and Supplies.

The Commonwealth of Pennsylvania, Department of Property and Supplies is hereby requested by the Borough of Conway that the Borough be authorized to participate in purchase contracts of said Department.

The Borough of Conway does hereby agree to be bound by such terms and conditions as the Department of Property and Supplies may prescribe.

The Borough of Conway does further agree that the Borough shall be responsible for payment directly to the vendor under each purchase contract, f.o.b. destination.
